CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:00 p.m. on January 28, 2019, in
the Historic Federal Building, 350 W. 6�h Street.
Present: Mayor Buol; Council Members Del Toro, Jones, Larson, Resnick; City
Manager Van Milligen, City Attorney Brumwell
Absent: Council Members Rios and Shaw.
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting a work session on the Inclusive Dubuque Quarterly Report.
WORK SESSION
Inclusive Dubuque Quarterly Report
Paul Duster, Director of Community Initiatives for the Community Foundation of Great
Dubuque (CFGD), opened the work session and introduced presenters Collins Eboh,
Equity Coordinator for the CFGD; Mary Duster and Celena Vesely of Mercy Hospital;
Kelly Larson, City of Dubuque Human Rights Director; and Mary Rose Corrigan City of
Dubuque Health Services Manager. Mr. Duster noted that the Travel Dubuque staff was
unexpectedly unavailable and would present their information to Council at a future time.
Topics included:
. CFGD focus areas: Academic Achievement, Equity and Inclusion, Economic
Opportunity
. Barriers to Success: Poverty, Race & Equity:
o Resources - Project HOPE, Inclusive Dubuque
. Introduction and description of duties of the Equity Coordinator:
o Business Leader Equity Cohort, network partners and advisors
. Network Partners at Work:
o Mercy Medical Center: Diversity, Inclusion and Equity Council Highlights,
RACE Forward Training;
o Travel Dubuque (postponed): Vision for Inclusion, Enhance Traveler &
Community Experience;
o Behavior (individual), Programs or Practices (institutional), Outcomes
(structural);
o Equity and the Social Determinants of Health: indicators measured, health
risk index (map), water & moisture issues (map), Healthy Homes & Lead-
Safe Home projects, Pacific Islander Health Project.
There being no further business, upon motion the City Council adjourned at 634 p.m.
