DATE: February 11 , 2019
Fire Chief Rick Steines will be presenting Unit and Personal Commendations for an
incident response at 1690 Elm Street where, working as a team, the personnel involved
were able to successfully extricate the patient, while working in a hazardous
environment.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Unit Commendations
INTRODUCTION
I will be issuing a fire department commendation to several units of the fire
department in recognition of an incident response.
BACKGROUND
On December 3, 2018 the fire department was called to 1690 Elm Street.
Responders encountered a partial building collapse with a construction worker pinned
under a large concrete foundation. Working as a team, the personnel involved were
able to successfully extricate the patient while working in a hazardous environment.
DISCUSSION
The rescue scene contained hazardous elements of both a trench collapse and
building collapse. Because of the partial collapse of key structural members, initial
responders were forced to make patient contact while structural member stability was
being assessed. Fire department personnel began life-saving treatment to the patient
while several team members began to stabilize the situation.
As patient treatment and scene stability were underway, there was a point where
Command called for emergency evacuation of all responders from the excavation when
structural members shifted. Crews were forced to leave the patient for a short period
until these elements could be stabilized. All members involved worked diligently, in
spite of personal danger to complete their assignments.
The fire department personnel who responded displayed the best qualities of
emergency responders. The crews involved rose to the challenge put forth in our
department mission statement: "To protect, assist, and educate our community and
visitors with pride, skill, and compassion".
RECOMMENDATION
I am recommending unit commendations for the following units and personnel.
o Engine 501 — Shift One, Lt. M. Fitzpatrick, Medical Officer S. Janecke,
and FF D. White.
o Engine 503 — Shift One, Lt. S. Berkley, FEO C. Lawrence, FF T. Krapfl
o Engine 506 — Shift One, Lt. T. George, FEO D. Merkes
o Ladder 512 — Shift One, Lt. M. Lynch, FEO K. Mueller
o Medic 551 — Shift One, Lt. M. Weitz, FF J. Schmitt
o Command 528 — Shift One, AC M. Ludescher, FEO R. Klaren
ACTION REQUESTED
I respectfully request approval to present these unit commendations during a
Dubuque City Council Meeting. Please advise as to the procedure (if any) beyond
placing the item on the agenda. I would like to schedule the presentation for the
Council Meeting Feb 18�h, a date that coincides with a Shift One duty-day so that most
of these personnel can attend.
