Van Milligen, City Manager SUBJECT: Temporary Intern with Immediate Start Date DATE: February 12, 2019 Economic Development Director Jill Connors recommends City Council approval to hire a temporary intern for the Economic Development Department starting immediately. As the placement could be for class credit in the studenYs Spring 2019 schedule, it would be preferred to have the student begin working as soon as possible. The estimated cost for the Spring semester is $2,600, and the Economic Development operating budget has sufficient funds to cover this position. Connors, Economic Development Director SUBJECT: Temporary Intern with Immediate Start Date DATE: February 10, 2019 INTRODUCTION This memo requests your concurrence with hiring a temporary intern for the Economic Development Department starting immediately. BACKGROUND In conversations regarding the FY2020 budget for our department, we had discussed the addition of a 0.25 FTE intern in the Economic Development department in order to provide additional administrative duties. DISCUSSION My desire is to have this intern on board as soon as possible to assist during a time when our department is running extremely lean, with only 1 .5 FTEs filled of the current 3.5 FTEs budgeted. I have spoken with three candidates, one of which I have identified as having the required experience to successfully fulfill the job description. As the placement could be for class credit in the studenYs Spring 2019 schedule, I would prefer to have the student begin working as soon as possible. Although this position is part of the recommended FY2020 budget for our department, which has not yet been approved by City Council, I propose that the student be brought on immediately. Our operating budget has sufficient funds to cover this position during the Spring 2019 semester due to payroll savings caused by currently having two open positions. The estimated cost for the spring semester would be $2,600. RECOMMENDATION/ ACTION STEP I recommend approval of a temporary 0.25 FTE intern position in the Economic Development department effective immediately. Prepared by/Return to: Jill Connors, Economic Development. 50 W. 13th Street, Dubuque IA 52001, 563 589-4393 RESOLUTION NO. 51-19 APPROVING THE CREATION OF AN ECONOMIC DEVELOPMENT INTERN POSITION WHEREAS, the Economic Development Department (Department) has part-time administrative staff for the support of three full-time staff; and Whereas, Department would benefit from the addition of staff to address administrative tasks; and WHEREAS, a part-time intern is an economical method of providing additional staff support; and WHEREAS, it is deemed necessary that the City Council approve the addition of any employee position. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the addition of a 0.25 full-time equivalent Economic Development Intern position is hereby approved. Section 2. That the City Manager is authorized to take such actions as are necessary to comply with the terms of the Development Agreement as herein approved.
