Leisure Services Manager Marie Ware recommends City Council approval of a
matching funding request for the lowa Great Places grant received by the Dubuque
County Historical Society for the Mathias Ham House Campus Restoration Project.
Budget Director Jennifer Larson has identified general fund investment earnings which
have exceeded the Fiscal Year 2019 budget and will provide the $136,305 required
match.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a request for matching funding for the
lowa Great Places grant received by the Dubuque County Historical Society in the
amount of$136,305 for the Mathias Ham House Campus Restoration project.
BACKGROUND
Dubuque County Historical Society (DCHS) was recently awarded an lowa Great
Places grant. The total cost for the Mathias Ham House Campus Restoration project is
$649,493. lowa Great Places awarded $285,762 as a grant toward the project. A total
cash match from donors to DCHS is $118,694. As a part of the grant applicaiton, the
City of Dubuque committed to provide $23,557 through an approved Arts & Culture
Operational Support Grant and $40,000 through FY19 Leisure Services Department
Ham House Site capital improvement funding.
Additionally, DCHS received an lowa Department of Cultural Affairs Historical Resource
Development grant to perform a conditions assessment report for the Mathias Ham
House Historic Site in the amount of $45,175. This grant will be used to match the lowa
Great Places grant. Part of the match for lowa Great Places is through private
fundraising by DCHS.
DISCUSSION
Dubuque County Historic Society requested the city provide a match to the lowa Great
Places Grant received. The City of Dubuque owns the Mathias Ham House campus and
the buildings. The city leased the Mathias Ham House site to Dubuque County Historic
Society in May of 2006 for a period of 25 years. Conditions of the lease are as follows:

Lessee, Lessee shall be entitled to construct on the Demised Premises all structures,
buil�dings or other improvements as agreed upon in writing by the Lessor and Lessee
(the "Improvements"). Lessor covenants and agrees to keep and maintain the exterior
of the leased premises including windows on the principle structure (Ham House).
Lessee covenants and agrees to keep and maintain the interior of the leased premises
in gaod repair and any improvements to the interior thereof shall be made at the
Lessee's expense. Lessor shall have the right, in its reasonable discretion, to approve
the design, appearance and quality of any such Improvements, which approval shall not
be unreasonably withheld or delayed. It shall be unreasonable for Le�sor to withhold
such consent if such design, appearance and quality are generally compatible with
other such buildings in the area. Lessor agrees to provide all permits, variances and
approvals reasonably required to develop and construct the proposed meeting and
entertainment center on the Demised Premises, as set forth in Article I of the Lease. All
improvements presently on the Demised Premises and all Improvements hereafter
constructed on the Demised Premises are and shall be the property of Lessee during
the continuance of the term of this Lease and no longer. Upon any termination of this
Lease, by reason of any cause whatsoever, if the Improvements or any part thereof
shall then be on the Demised Premises, all of Lessee's right, title, and interest therein
shall cease and terminate, and title to the Improvements shall vest in Lessor, and the
Improvements or the part thereof then within the Demised Premises shall be
surrendered by Lessee to Lessor. No further deed or other instrument shall be
necessary to confirm the vesting in Lessor of title to the Improvements. However, upon
any termination of this Lease, Lessee, upon request of Lessor, shall execate,
acknowledge, and deliver to Lessor a deed confirming that all of Lessee's right, title, and
interest in or to the Improvements has expired, and that title to the Improvements has
vested in Lessor.
In a very simplified form, the city is responsible for exterior to the house and the DCHS
is responsible for the interior. We are partners at this site. I meet quarterly with staff
from the DCHS to review projects and needs of the site. The Ham House grant that we
are being asked to commit matching funds to includes but is not limited to the following
components as part of the larger campus restoration vision:
1. Conditions Assessments of Ham House: Consultants will engage in
comprehensive internal and external assessments of house; document existing
conditions, establish floor function, examine plasters and decoratives, paint,
roofing, construction methods, foundation, and wall materials.
2. Result is a written and visual report with prioritized recommendations that
provides a starting point for taking action, obtaining subsequent planning
documents, and implementing future repairs.
3. Exterior Landscaping: This project will evaluate, refine, and implement
elements from the Site & Landscape Development Study created by Robert
Harvey in 2010 and includes landscaping for the car park and barn, privy grading
and drainage, lighting, fences, walls, paving surfaces and planting native
species.
4. Site Structures: Implement full preservation and restoration of wood structures,
including wood stabilization and re-painting of Humke School House; full

restoration of the Arriandeau Log House; and interior restoration of the Ham
House including heating and cooling (HVAC), UV film on all windows, and plaster
and tuckpointing in five of the main rooms.
DCHS has been very diligent in grant writing, working with the City and others and have
been quite successful. To close the funding gap the DCHS has requested $136,305.
The city is responsible for exterior improvement. The conditions assessment will in part
assist the City for any future budgeting necessary for future exterior projects as well as
the other projects which will improve the entire Ham House site.
The Mathias Ham House Campus Restoration project and matching request meet the
city council goal of Partnership for a Better Dubuque: Building Our Community that is
Viable, Livable and Equitable.
BUDGETIMPACT
Budget Director Jennifer Larson has identified general fund investment earnings as the
funding source, which have exceeded the Fiscal Year 2019 budget and will provide the
$136,305 required as match on the Dubuque County Historical Society Great Places
grant.

I respectfully forward a request for matching funding of$136,305 for the Dubuque
County Historical Society Mathias Ham House Campus Restoration project.
