INTRODUCTION
The purpose of this memorandum is in response to a petition submitted by residents on
Norland Drive (District H) in January 2019. Residents along Norland Drive have petitioned to
increase existing District H to include both sides of Norland Drive from Keymont Drive to
Keystone Drive.
BACKGROUND
In 1985, the City adopted an ordinance providing for the establishment of Residential
Parking Permit Districts (RPPD). The purpose of such districts is to reduce traffic congestion
resulting from the use of parking within residential districts by persons not residing within the
district, to protect the residents of these districts from an unreasonable burden in gaining
access to their residences, to preserve the character of such districts as residential districts,
and other various purposes. A Residential Parking Permit District designation can be made
only after a petition of residents representing 60 percent (60%) of the dwelling units in a
proposed area is received, a parking study is conducted by the City Engineer, and a public
hearing is held by the City Council.
To be eligible for an amendment to existing RPPD's, the proposed addition must include at
least two (2) block faces, must have at least 70% of the curbside parking utilized during
peak periods, and must have at least 25% of such utilization by non-residents of the area.
Areas being added to an existing district assume the same day/time restrictions as
previously established in the existing district. Upon designation as an RPPD, no one can
park curbside in the district during the restricted hours without a residential or guest parking
permit.
DISCUSSION
The petition for an area amendment (adding Norland Drive between Keymont Drive and
Keystone Drive) was submitted on January 7, 2019 represents more than 60% of the
dwelling units along this street (14 of 22 dwelling units signed the petition, or 63.6%). The
petition requests the addition of Norland Drive between Keymont Drive and Keystone Drive
be added to existing District H and that current parking day/time restrictions be assumed by
these residents. The current parking restrictions for District H state that no vehicles shall
park curbside during the hours of 7:00 A.M. to 3:00 P.M. on School Days Only, without
displaying a valid parking permit.
Engineering staff conducted a parking study on Monday February 4, 2019 at 11:00 A.M.
along Norland Drive between Keymont Drive and Keystone Drive. Using 23 lineal feet (LF)
of curb per stall, the studied area contains a total of 39 curbside parking stalls. 100% of the
total 39 parking stalls on Norland Drive between Keymont Drive and Keystone Drive were
utilized at the time of the study. This Area Amendment petition exceeded the criteria during
peak periods in which at least 70% of the curbside parking spaces in the proposed parking
district addition were utilized by nonresidents of the district.
RECOMMENDATION
Since the petition and parking study for Norland Drive meet the criteria necessary for an
area addition to existing Residential Parking Permit Districts, I recommend the following
amendments:
• Addition: Norland Drive, both sides, from Keymont Drive to Keystone Drive to existing
District H with current day/time parking restrictions being assumed for this addition;
I would further recommend that the City Council set a public hearing on the amendment
(addition) of Norland Drive, both sides, from Keymont Drive to Keystone Drive to existing
District H. After the public hearing, the City Council may adopt an ordinance by adding the
proposed areas to the existing District, or adopt an ordinance modifying the proposed
addition.
ACTION TO BE TAKEN
The City Council is requested to establish the date of the public hearing and adopt the
attached resolution setting a public hearing for the proposed amendment to District H, which
adds Norland Drive, both sides, from Keymont Drive to Keystone Drive.

Whereas, the City of Dubuque, pursuant to Ordinance 9-14-321.740 of the Code of
Ordinances, has received a petition containing sufficient signatures requesting that the
area described as follows be included in Residential Parking Permit District H:
• Norland Drive from Keymont Drive to Keystone Drive
Whereas, the City Manager, in accordance with Ordinance 9-14-321.740 recommends
that Residential Parking Permit District H be amended to include such areas and to modify
the day/time parking restrictions that the City Council set a public hearing on the request
to amend Residential Parking Permit District H.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council finds and determines that the request from petitioner
is valid for. Norland Drive.
Section 2. That the City Clerk be authorized and directed to publish a notice of public
hearing on amending Residential Parking Permit District H, to be held on March 4, 2019.

This (etter is in regards to our consensus as a��majority vote.of the Norland Drive

residential parking district. We as a neigh�borhood-ar�"tired of�he Hempsfiead .
students parking in front of our residences. Not onl�r�is it a noise nuisance but
severaf residents have complained that their guests have no place to park when
they visit. In a�ddition it makes ifi dangerous backing out of driveways as it makes it
also harder to clearly see traffic coming down the.s�kreet.
Students park on our sfireet and then carpool to th� Hempstead lot and it has
gotten completely excessive. Please enfarce a Residential Parking Permi� Dis�rict �
and all residents of�the Norland Dr neighborhood will be in compliance wi�h local
enforcement. Most of the affected resid�nts were in complete support. The ones
wha didn'� sign were mos�ly the ones wha were unaffected by it as fihey were not
experiencing students parking in front of their residences. The hours requested by.
this enforcement are 7AM to 3PM. Except Saturdays, Sundays, and Holidays. �
