BACKGROUND City records indicate that the sewer and water main that service the fifteen homes on Marquette Place were installed in 1918. The public utilities that serve the homes were installed at the rear of the properties. Because the sanitary sewer and water mains are behind the homes, over the years private decks, building additions, storage sheds, landscaping and fencing have been constructed near or over the two public utilities, which have led to maintenance issues for these utilities. Sanitary sewer backups have caused the sanitary sewer line to be added to the Public Works Department regular maintenance schedule. Following the initial sanitary sewer backup, an inspection revealed that the 8-inch diameter clay pipe had deteriorated to the extent that replacement was warranted. In addition, private property additions or structures, etc. were built over the sewer line, or in close proximity to the City utilities making repair virtually impossible in its current location. Also, many of the private sewer and water services are located where they would be impractical to repair. In addition, to the above issues, the sanitary sewer along Marquette Place has historically had elevated levels of I&I and it was identified for replacement as part of the corrective action plan under the US EPA Consent Decree. Therefore, it was concluded that the sewer and water mains must be reconstructed and relocated to a different location to alleviate the current inflow and infiltration issues and allow for the future maintenance of the public utilities. DISCUSSION The Marquette Place Sanitary Sewer and Water Main Reconstruction Project will provide for the replacement and relocation of the existing sanitary sewer and water mains. As part of the project all of the 8-inch clay sewer pipe will be replaced with approximately 708 feet of 8-inch diameter PVC (polyvinyl chloride) sanitary sewer pipe which will service the fifteen homes in the area. Also, all the brick manholes will be replaced with eight concrete manholes. The water main portion of the project will include the replacement of all the existing water main with 928 feet of six-inch C900 piping. The project will also include the replacement of one fire hydrant. The current water main that services the hydrant is located so close to a building foundation that it would be impossible to repair in its current location. The current City water main that services Marquette Place runs up a steep embankment from Queen Street. This project includes installing a redundant water main to not only facilitate the construction of the project but will also add a water main that will help assure the homes will be provided with water in the event of a water main break occurs in the area. The Engineering Department has met with the property owners as a group three times to discuss the project. In addition, the Engineering staff has had multiple meetings and individual telephone conversations or on-site visits with all the property owners regarding the location of the new utilities. These meetings detailed the project and discussed the existing, proposed and final location of the two City utilities along with the effects of the relocation to the owner's private property. Also discussed were the new easements that would be required along with how the new location would affect the properties landscaping items such as trees, shrubs, fences, patios, etc. Also, several properties have storage sheds that will need to be moved or reconstructed as part of the project. Because of the new locations of the public sewer and water mains, the services will need to be lengthened and reconnected. Many of the property owner's services will be difficult to replace because of the fact that previous home owners constructed decks or significant obstacles over or near the existing City sewer or water main. Also 9 of the 15 of the homes have private lead water services that supply water to their homes. Each of the nine owners are now aware that their homes are serviced by a lead water service and know that this is the ideal time to replace the lead lines. To date all the property owners have agreed to replace their private lead water service. The City will bid the replacement of the nine lead water services. The replacement cost will be assessed to the individual property owners as a voluntary assessment. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process February 18, 2019 Publish Notice to Bidders, Advertise for Bids February 19, 2019 Publish Public Hearing Notice on Plans & Specs February 22, 2019 Public Hearing on Plans & Specs, Spec Assessments March 4, 2019 Receipt of Bid Proposals (Bid-Letting) March 7, 2019 Award Construction Contract March 18, 2019 Project Completion Date September 20, 2019 RECOMMENDATION I recommend that the City Council give preliminary approval of the construction plans and specifications and approve the Resolution of Necessity, approve the voluntary 2 assessments, establish March 4, 2019, as the date of the public hearing, and hereby authorize the City Clerk to advertise for bid proposals for the Marquette Place Sanitary Sewer and Water Main Improvements. After 30 days, the remaining balance will be transferred to the County Treasurer's office to be cc�llected in the same m�nner as the cawnPr's property taxes. In cases where #he remaining balance is $500 or more, the remaining balance may be financed over a period of 15 years at 3% interest. Financial assistance is available to owner-occupied homes and rental units where low- to moderate-income residents reside. The owner or tenant must meet the income requirements established by HUD guidelines. The guidelines are based on family size and gross household income.
