WHEREAS, the public procurement profession plays a significant role in the efficiency and
effectiveness of both government and business; and
WHEREAS, in addition to the purchase of goods and services, procurement adds value to the
organization by performing such functions as executing, implementing and
administering contracts, developing strategic procurement strategies and cultivating
working relationships with suppliers and other departments within the organization; and
WHEREAS, public procurement professionals in the City of Dubuque and in other public and private
organizations, have tremendous influence on economic conditions in the United States,
with a cumulative purchasing power running in the billions of dollars; and
WHEREAS, the Finance Department in the City of Dubuque is committed to providing high-caliber
strategic, logistical and operational support of all departments within the City of
Dubuque; and
WHEREAS, the Finance Department and the City of Dubuque recognize, support and practice the
Public Procurement Values and Guiding Principles of Accountability, Ethics, Impartiality,
Professional Service and Transparency, established by NIGP — the Institute for Public
Procurement— as fundamental tenets of the public procurement profession; and
WHEREAS, NIGP has proclaimed the month of March as Procurement Month to further expand
awareness of the purchasing professional's role to governmental officials, the general
public, business and corporate leaders.
NOW, THEREFORE, NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE,
IOWA, ON BEHALF OF THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO
HEREBY PROCLAIM THE MONTH OF MARCH 2O19 AS PROCURMENT MONTH IN THE CITY OF
DUBUQUE, IOWA AND FURTHER RECOGNIZE MARCH 4, 2019 AS PROFESSIONAL BUYER'S
_, AND URGE ALL CITIZENS TO RECOGNIZE THE ROLE OF THE PURCHASING AND
MATERIALS MANAGEMENT PROFESSION WITHIN BUSINESS, INDUSTRY AND GOVERNMENT.
IN WITNESS THEREOF, I have hereunto set my
