Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendations for funding from the Public, Educational, and
Government (PEG) Capital Grant for Access Equipment and Facilities for the following:
. $7,000 for a variety of video production equipment for Loras College, including
wireless microphones, LED lights and camera stabilizers
. $1 ,650 for the City of Dubuque to upgrade the 3D video software to a more
functional version beyond the "lite" version which is included in Adobe's After
Effects post-production software
. $10,000 for the City of Dubuque to purchase a DJI Inspire 2 drone package. The
Inspire 2 is a more solidly built, more cinematic drone that has more collision-
avoidance capabilities, a far better camera than the current drone, and allows for
one operator to fly the craft while another operator shoots the video
. $3,200 for the City of Dubuque to purchase an additional frame synchronizer to
add redundancy to the TV Control Room at City Hall Annex.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward recommendations from the Cable TV
Commission for four requests for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting yesterday, the Cable TV Commission recommended the following requests for
funding from the City of Dubuque:
$7000 for a variety of video production equipment for Loras College, including wireless
microphones, LED lights, and camera stabilizers.
$1650 for the City of Dubuque to upgrade its 3D video software to a more functional version
beyond the "lite" version which is included in Adobe's After Effects post-production software.
$10,000 for the City of Dubuque to purchase a DJI Inspire 2 drone package. The Inspire 2 is a
more solidly built, more cinematic drone that has more collision-avoidance capabilities, a far
better camera than our current drone, and allows for one operator to fly the craft while another
operator shoots the video.
$3200 for the City of Dubuque to purchase an additional frame synchronizer to add redundancy
to the TV Control Room at City Hall Annex.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded of
$720, 076.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
LORAS COLLEGE
This Capital Grant for Access Equipment and Facilities Award Agreement
(Agreement), dated for reference purposes the 18th day of March, 2019, is made and
entered into by and between the City of Dubuque, Iowa (City) and Loras College (Loras).
Whereas, Section 6(b) of the Cable Franchise Agreement between City and MCC
Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment and
Facilities for capital support for PEG and I -Net use; and,
Whereas, Loras has submitted a grant application; and,
Whereas, City has approved the grant application, on the terms and conditions set
forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND LORAS AS
FOLLOWS:
1. City hereby awards a grant (the Grant) to Loras in the amount of seven
thousand dollars ($7,000.00).
2. The Grant must be used solely for the purpose(s) described in Loras'
application for funding, a copy of which is attached hereto and incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. Loras shall name City as a Loss Payee under Loras' property
insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital Grant
fund.
5. All equipment and facilities purchased with the Grant shall be used solely
for non-commercial purposes.
6. All programming produced by Loras shall air on the shared educational
access channel.
7, Loras will produce for the shared educational channel a minimum of 60
minutes of programming per quarter of each calendar year.
8. Loras will submit to the City by the fourth Friday in February of each
calendar year a report listing the programming produced in the previous calendar
year to fulfill paragraph 7 of this agreement.
9. Failure by Loras to abide by the terms and conditions of this Agreement
may result in forfeiture of the equipment and facilities purchased with the Grant.
City shall provide written notice to Loras of any such failure and Loras shall have
thirty (30) days in which to correct such failure. In the event Loras fails to cure
such failure within such thirty (30) day period, Loras shall within ten (10) days
thereafter return all equipment and facilities purchased with the Grant and the
balance of any Grant funds remaining to City.

Provide a general description of what you are requesting and why:: We are requesting video equipment to allow us to
enhance the quality of the video programming we produce for the Shared Educational Access channel. Specifically, we
are looking to improve the quality of several types of shows.
1. News and sports— Loras continues to provide the only live (and subsequently re-run) television news programming
in Dubuque. As you are aware, we do not focus on Loras news, but rather the issues in the community that affect all of
us. We also produce high end sporting event production, specifically featuring Loras games, as well as any local teams
hosted at Loras.
2. Documentary production—We continue to produce longer form profiles of significant people and places that shape
the tri-states.
3. Creative productions—We have increased the number of short films and experimental art videos—which often
use local acting talent (outside of the college) and all are primarily filmed in Dubuque and surrounding area.
Our audio equipment for field production is long overdue for replacement and upgrading to new technology/products
that allow for more mobility and use with more diverse cameras. In the last year, two of our three wireless lav mic
systems failed (which were both 10+ years old), leaving us with one operational kit this past fall semester. That
remaining Audio-Technica wireless kit falls within the 615-652MHz frequency, which has been prohibited for use after
this past October 13th, 2018. This model was so dated that is was not eligible for the rebate offer through Audio-

Technica. In December, we purchased a RodeLink Wireless microphone system to replace that one, and it works well for
our needs. We are including in our request, four RodeLink Wireless Lav Microphone kits.
In addition, we are requesting two HS Zoom recorders. Many of our documentary and creative productions are shot
with our DSLR kits (or sometimes studenYs personal DSLR cameras). As you may know, these camera models don't and
audio input, and if they do have a 35mm jack input, they still don't compare to the quality of sound recorded in a
traditional ENG camera, like our Panasonic kits. So, for good sound quality, you need to record your audio separately on
a device like the Zoom recorder. We have two older models (H4) and are looking to build the number of available
recorders to students, since 80% if our creative productions are now shot on a DSLR cameras. We are also hoping to add
3 more shotgun mics (increasing our number to five), as well as 2 hand held Shure microphones (we currently have one)
to use in our live sports broadcasts and two live variety shows that we also produce.
Other items that we are hoping to obtain funding for include two LED Bi-Color 3-light kits, batteries and chargers. We
are specifically requesting the Dracast LED500 kit because we know two production companies who have this same kit
and highly recommended it for its durability/quality, bi-color& dimming capability, and iYs incredibly affordable price
compared to other brands of LED kits. The portability (hard case with wheels) and AC and battery powered options are
a great fit for our field productions.
Lastly, we are seeking funding for a DJI Ronin-S Stabilizer and accessories, for use with our DSLR cameras. So many of
our productions consist of movement, and often require the need to go "off tri-pod"to follow a subject at different
speeds. The DJI Ronin would provide us with dynamic tracking shots.
The requested items will greatly improve the quality of our storytelling and overall production quality on the cable
access channel. Thank you for considering our request and for the continuous support of the Loras College Media
Studies program and cable access programming.
Describe how the community will benefit from your request:: For years now, the students at Loras College have had the
unique opportunity fully emerging themselves in the Dubuque community by producing content for public access, like
no other higher education institution in the area. We currently provide over 95%of the content on this channel. Our
students invest themselves in the community around them and produce informative shows and videos that inform and
engage Dubuque citizens. Through this grant, we hope to be able to continue to produce meaningful, high quality
productions, as well as branching out to produce more content and cover more live events that the Dubuque community
would want to learn about.
This new equipment will allow us to continue producing more high-quality content that will inform, educate and
entertain the Dubuque community. 117-5 is the only channel on television where you can watch Saturday's basketball
game between Loras and University of Dubuque, an award winning short comedic film (shot in Dubuque with local
actors), and a documentary about a Dubuque Martial Arts Muy Tai Fighter who was just invited to a world competition!
We're dedicated to producing a wide range of content that will appeal to viewers of all ages and interests. Our hope is
that every script we write, every film we produce, every story we tell makes a difference.

Provide a general description of what you are requesting and why:: We would like to upgrade our drone to something
with better safety features and better image quality. The DJI Inspire 2 has better optics (larger sensor size and better
lens quality). It has collision avoidance in all directions. It comes with two controllers to allow one person to fly and
another to shoot. It has two monitors which are far brighter than the iPad we're using which will enable us to better see
what we're shooting. It comes with more batteries and it can fly faster, something thaYs helpful when iYs windy. Its
retractable landing gear means we won't see the drone's understructure when we slow down while recording video.
Describe how the community will benefit from your request:: We used our existing drone extensively in 2018, our first
full year of flying. With this drone we'll be able to fly longer and capture better video and still images.

Provide a general description of what you are requesting and why:: We are requesting funding to upgrade the 3D
software we use in After Effects from Cinema 4D Lite to the Cinema 4D Broadcast package. Video Producer Erich
Moeller has repeatedly been frustrated when creating 3D graphics when he discovers that a feature that will allow him
to produce the desired effect is not available in the version of the software he's using. The Broadcast package will
unlock these features.

because we'll be able to create better, more compelling 3D graphics more quickly.

Provide a general description of what you are requesting and why:: We are requesting funding for one additioanl AJA
F52 frame sync. After hastily implementing our router upgrade project in the midst of the existing router failure, we've
realized that redundancy is necessary in the hopes of minimizing off-air time when equipment does fail. The additional
frame sync will give us two additional paths to get timed video on the air should we experience failure with one of the
current frame syncs.
Describe how the community will benefit from your request::The community will benefit by having a better probability
of access to CityChannel Dubuque & CityChannel Graphics (less down time), even during times of equipment
malfunction. As a side note, the unused $2000 contingency built into the 2018 router upgrade project will fund two-
thirds of this request.
