The application, staff report, and related materials are attached for your review. Discussion The applicant spoke in favor of the request, reviewing the proposal to rezone the property from R-4 Multi-Family Residential District to OR Office Residential District with the intent to rehab the existing funeral home for office space. Staff reviewed the staff report, noting surrounding zoning and land use, the size of the parcel and building, and the status of existing off-street parking. Staff reviewed the uses permitted in the R-4 Multi-Family Residential and OR Office Residential zoning districts. There were no public comments. The Zoning Advisory Commission discussed the request and felt it was appropriate. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. The subject property was originally zoned Multi-Family Residential was then rezoned Office Residential in 1975 i before reverting to R-4 Multi-Family Residential in 1985. In the 1978/79 Dubuque lowa � Architectural Survey, the structure was deemed architecturally significant at the City, State or National level. The property is within the Jackson Park Local Historic District, Jackson Park National Register Historic District, and the Jackson Park Neighborhood Conservation District. Building permits note alterations converting the structure into a I mortuary in 1939 and a Zoning Board of Adjustment case for a Conditional Use Permit � to allow a mortuary and funeral home, which was approved on 1985. Physical Characteristics: The subject property is an approximately 27,204 square foot corner lot located at the intersection of W. 17th and Main Street in a high intensity residential area. The property has double frontage and accommodates a 20-stall parking lot and an approximately 6,343 square foot building which has multiple levels. The property has access to on-premise as well as on-street parking. Concurrence with Comprehensive Plan: The Comprehensive Plan goals promote infill and mixed-use residential and commercial uses and recommends buffering non- compatible uses from each other.
