BACKGROUND The lowa DOT is developing a project to reconstruct US Highway 20, beginning at Cottingham Road and ending at Seippel Road, and constructing a new system interchange at the intersection of US Highway 20 and Swiss Valley Road. This project, known as the Swiss Valley Road Interchange Project will tie into the Southwest Arterial Project. As part of the US Highway 20 safety improvements, Priority 1 access control will be implemented along the corridor between the Old Highway intersection and the new Swiss Valley interchange, requiring all existing at-grade access locations be eliminated. This will result in the existing landfill access to US20 will be removed and a new frontage road access be created. The new Landfill Access Frontage Road will connect directly to Seippel Road, near the Southwest Arterial interchange. Once completed, the Landfill Access Frontage Road will fall under the jurisdiction of the City as a local public street. DISCUSSION As part of the Southwest Arterial - US Highway 20 Interchange Grading Project, the City had to relocate water main along both US20 and Seippel Road so that it was outside the footprint of the future interchange and would not be impacted by the grading and the construction of the overpass bridge. After the water main relocation was completed on Seippel Road, the lowa DOT established the alignment for the new Landfill Access Frontage Road and determined it would connect directly to Seippel Road, near the Southwest Arterial interchange. As the final design for the Landfill Access Frontage Road was completed, it was determined that the relocated water main on Seippel Road would be impacted and would need to be lowered at the location of the future Seippel - Landfill Road intersection. In follow up coordination discussions with the lowa DOT, the state agreed to pay for the costs to relocate the water main on Seippel Road that will be impacted by the Landfill Access Frontage Road. The City has agreed to be the lead agency for completing the Seippel Road water main relocation and the lowa DOT will reimburse the City for all eligible costs. The City is currently working with the lowa DOT on a funding agreement which will outline the reimbursable costs by the state. As part of the water main relocation, the City will be installing new hydrants and salvaging the existing two (2) hydrant assemblies. The City has agreed that the cost to remove and salvage the hydrant assemblies will be a non-participating cost, estimated at approximately $4,750. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process March 4, 2019 Publish Notice to Bidders, Advertise for Bids March 8, 2019 Publish Public Hearing Notice on Plans &Specifications March 8, 2019 Public Hearing on Plans & Specifications March 18, 2019 Receipt of Bid Proposals (Bid-Letting) March 21 , 2019 Award Construction Contract April 1 , 2019 Project Completion Date May 31 , 2019 RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract and estimated cost for the Seippel Road Water Main Relocation Project.
