Five Flags Civic Ctr Arena HVACCITY OF DUBUQUE, IOWA MEMORANDUM April 14, 2003 TO: Michael C. Van Milligen, City Manager FROM: Gil D. Spence, Leisure Services Manager SUBJECT: Five Flags Arena HVAC INTRODUCTION The purpose of this memorandum is to provide a recommendation on a consultant to hire to design the HVAC system replacement for the Five Flags Arena. DISCUSSION The Fiscal Year 2003 capital improvement budget contains $60,000 to design a new HVAC system for the Five Flags Center Arena. Construction funds are budgeted in Fiscal years 2004 and 2005. The following individuals served on the committee that reviewed the three proposals that were submitted: Gil D. Spence ....................... Leisure Services Manager Paula Jo Wolfe .................... Civic Center Manager Robert Nelsen ...................... Operations Supervisor Ken TeKippe ........................ Finance Director Tom Reed ............................ Building Inspector Bob Schiesl .......................... Civil Engineer Following is a listing of the three proposals that were received: Firm Fee Shive Hattery $ 9,900 The Dun'ant Group $14,750 Gilmore and Doyle, LTD $39,000 RECOMMENDATION The committee recommends Shire Hattery Engineers be hired to design the HVAC replacement system. The basic reasons for selecting this firm include: · They have designed the HVAC systems in the theater and the promenade/office and staff has been very pleased with systems and the working relationship that was developed with the firm; · extensive experience doing HVAC system design; · design approach outlined in the proposal will provide staff input; · professional fees of $9,900 leaves $50,000 to begin preparation of bid documents ACTION STEP The action requested is that the City Council approve hiring Shive Hattery Engineers to design the Five Flags Arena HVAC system replacement. Van Milligen, City Manager SUBJECT: Five Flags Arena HVAC A committee consisting of Leisure Services Manager Gil Spence, Civic Center Manager Paula Wolfe, Operations Supervisor Robert Nelsen, Finance Director Ken TeKippe, Building Inspector Tom Reed and Civil Engineer Bob Schiesl was formed to review the bids received for a consultant to design the HVAC system replacement for the Five Flags Arena. The committee recommends award of the contract to the low bidder, Shive Hattery Engineers, in the amount of $9,900.
