The Dubuque City Council met in special session at 4:00 p.m. on August 13, 2018 in
the Grand River Center, 500 Bell St.
Present: Mayor Buol; Council Members, Connors, Del Toro, Jones, Lynch, Resnick,
Rios; City Manager Van Milligen, City Attorney Brumwell
Also present: Facilitator Lyle Sumek, Assistant City Manager Cori Burbach, Assistant
City Manager Teri Goodmann, Assistant City Attorney Maureen Quann
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting the annual goal setting session.
ITEMS TO BE SET FOR PUBLIC HEARING
Motion by Del Toro to receive and file the documents, adopt the resolutions, set the
public hearings as indicated, and direct the City Clerk to publish notice as prescribed by
law. Seconded by Resnick. Motion carried 7-0.
1. Dubuque Industrial Center West (DICW) McFadden Farm Grading Phase I Project:
City Manager recommending initiation of the public bidding procedure for the Dubuque
Industrial Center West – McFadden Farm Grading Phase I Project, and further recom-
mends that a public hearing be set for August 20, 2018. Upon motion the documents were
received and file and Resolution No. 239-18 Setting the Date of Public Hearing on the
DICW - McFadden Farm Grading Phase I Project was adopted setting a public hearing for
a meeting to commence at 6:00 p.m. on August 20, 2018, in the Historic Federal Building.

SETTING THE DATE OF PUBLIC HEARING ON THE DICW - MCFADDEN FARM
GRADING PHASE I PROJECT
Whereas, the City purchased 36.5 acres of property from McFadden properties, LLC
(McFadden Farm). The McFadden farm is within the City’s current industrial park, along
Chavenelle Road, is adjacent to existing developed industrial property and has City utili-
ties available at its perimeter; and
Whereas, Dubuque is one of four finalist communities in four states under considera-
tion by a company reviewing locations for a corp orate expansion with an approximately
$350 million capital investment to construct a 350,000 square-foot facility that would em-
ploy approximately 450 people within five years with an estimated annual payroll exceed-
ing $22 million; and
Whereas, to strengthen Dubuque’s bid for selection and to remain a viable option for
the project, City staff is recommending an expedited plan to begin site preparation on City
property in Dubuque Industrial Center West.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City of Dubuque intends to proceed with site improvements to in-
clude excavation and grading of a development pad in Dubuque Industrial Center West
(DICW/McFadden Grading Project Phase 1).
Section 2. That a public hearing to consider the plans, specifications and form of con-
tract will be held on the 20th day of August, 2018 at 6:00 p.m. in the Historic Federal
Building Council Chambers (second floor) 350 W. 6th Street, Dubuque, Iowa, of said Pro-
ject, and the City Clerk be and is hereby directed to cause the attached notice of the time
and place of such hearing to be published in a newspaper having general circulation in
the City of Dubuque, Iowa, which notice shall be published not less than four days nor
more than twenty days prior to the date of such hearing. At the hearing, any interested
person may appear and file objections to the Project.

Facilitator Lyle Sumek of Sumek Associates, reviewed the agenda and working docu-
ments for the three nights of sessions. Mr. Sumek acknowledge the new Section 7 of the
Leader’s Guide that included input from the City’s boards and commissions.

Mr. Sumek and the City Council then reviewed, edited, and preliminarily ranked the
following five-year goals for 2024 that included objectives, challenges/opportunities, and
actions for 2018-2020 from Section 11 of the Leader’s Guide working document.
Goal 1: Robust local economy: diverse business and jobs with economic prosperity
Goal 2: Vibrant community: healthy and safe
The City Council recessed for dinner from 6:15 to 7:00 p.m.
Mr. Sumek stated that he will continue with the remainder of go als at Tuesday night’s
session.
Upon motion the City Council adjourned at 9:00 p.m.
