The Dubuque City Council met in special session at 4:00 p.m. on August 15, 2018 in
the Grand River Center, 500 Bell St.
Present: Mayor Buol; Council Members Del Toro, Jones (4:10 p.m.), Larson, Resnick,
Rios (4:14 p.m.), Shaw; City Manager Van Milligen, City Attorney Brumwell
Also present: Facilitator Lyle Sumek. Assistant City Manager Cori Burbach, Assistant
City Manager Teri Goodmann, Assistant City Attorney Maureen Quann
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting the annual goal setting session.

Mr. Sumek distributed updated Sections 11 and 12 and then lead discussion and rank-
ing of the top and high policy agenda priorities that need direction or a policy decision by
the City Council or need a major funding decision by the City Council, or that need City
Council leadership in the community or with other governmental bodies.

The City Council recessed for dinner from 6:05 to 7:00 p.m.
Following the ranking or priorities, Mr. Sumek lead City Council discussion of the po-
tential Five Flags Civic Center redevelopment, governance refinements and questions
(Section 13).
There being no further business, upon motion the City Council adjourned at 9:04 p.m.
