Honorable Terrence Duggan
Mayor of Dubuque
City Hall
50 West 13th Street
Dubuque, IA 52001-4864
Dear Mayor Duggan:
The U.S. Department of Housing and Urban Development (HUD) is required by law to review
the performance of each entitlement city to deteauinne whether the recipient is carrying out its CDBG
assisted activities in a timely manner.
The standard for timeliness at 24 CFR 570.902 requires that no more than 1.5 years of funds
rmmin unexpended 60 days prior to the end of the program year. On May 1, 2003, the city's balance of
undistributed grant funds will be reviewed in accordance with the regulations. As of the date of tins
letter, the city had 1.54 years of funds remaining unexpended, which is $60,824 above the standard.
Please strive to meet the timeliness standard, as failure to meet the statutory requirement could result in
the deobligation of CDBG funds.
Should you or your staff have any questions, please contact Mr. Barry Linstrom, Public Trust
Specialist, at 402/492-3161.
Sincerely
Gregory A. Bevirt
