Economic Development Director Bill Baum is submitting information provided to our
Congressional Delegation concerning the need for additional federal funding to finance
the Iowa 32 (Southwest Arterial) project.
Congressman Jim Nussle has submitted a $41 million request for the Iowa
32/Southwest Arterial project as the process has begun on the next 6 year Federal
Transportation Bill.

Enclosed you will find information provided to our Congressional Delegation concerning
the need for additional federal funding to finance the Iowa 32 (Southwest Arterial)
project.
- Information requested by Congressman Nussle asking for a $41 Million
authorization in the next transportation bill. This information has also been
provided to Senators Harkin and Grassley. I have also requested a $2 Million
appropriation in FY04.
- Information requested by Senator Grassley asking for $2 Million in FY04.
I have shared this information with Senator Harkin, and Congressman Nussle.

provides a needed connection between three NHS systems, U.S. 20, U.S. 61, and U.S.151.
Briefly describe the total project.

b. What is the total estimated cost of the project?. $71 Million
· The Iowa State highway 32, (IA32) an important regional route, connecting U.S.20 with US61, and US 151
has been identified as a priority of the Dubuque City Council, the Dubuque County Board of Supervisors,
the Dubuque Urban area and the Metropolitan Planning Organization (DMATS) for twenty years, and is
currantly the top Surface Transportation priority in the region.
· Iowa 32 will relieve congestion on heavily traveled Highway U.S.20 and US61/151, three National
Highway Systems routes moving over 50,000 vehicles per daf through the City of Dubuque.
· Iowa Deparmaent of Transportation has identified this highway as a priority, and has budgeted $21 m/Ilion
for coustmction of this highway over the next six years. DMATS has agreed to finaneiMl¥ participate in the
proiect by oled~ing $7 million from Surface Transportation Program funds. As a part of the FY03 budget,
Congress appropriated $2 million for the proiect. This funding request is for $41 Million.
Please identify the specific segment for which the project funding is being sought, including terminus
points. The construction of Iowa 32 will begin at U.S.20 west of the City and end at U.S.61 and U.S.151.
southeast of the City. The project is not segmented.

$41 Million.
11. Project Schedule

· The Environmental review process (NEPA studies) began in May of 2002, end will be completed in
calendar year 2003.
· Preliminary design is scheduled to begin in the summer of 2003, and be completed by the end of 2004.
· Final design is scheduled to begin in 2005, and be completed in 2006.
· Conshaxction is scheduled to start in 2007 end continue through 2009.

This project is a high priority in the Dubuque Metropolitan Area Transportation Study and the State
of Iowa's long-range plan. The project is included in the DMATS 'I'll', and is contained as a funded
project in the State TIP.
13. Is the project considered by the State and/or regional transportation officials as critical to their needs?
Please provide a letter of support from these officials, and ffyou cannot, explain why not.
Attached is a letter of support from the Chairman of DMATS (the MPO) identifying the project as
critical to the region.
14. Does the project have national or regional significance?
This project has regional significance.
15. Has the proposed project encountered, or is it l/kely to encounter, any significant opposition or other
obstacles based on environmental or other types of concems? No

16. Describe the economic, environmental, congestion mitigation, and safety benefits associated with
completion of the project.
CIA 32) connects the newly constructed Dubuque Technology Park on US61 and US151 with the newly
constructed Dubuque lndustrial Center West, and the existing Dubuque Industrial Center on U.S.20, and
has the support of the maior regional employers, including John Deere. the State's largest employer,
McGraw Hill, Nordstrom Distribution, A.Y. McDonald, Swiss Valley Farms, and Flexsteel.
Tkis faciliw will relieve congestion on U.S. 20 in the City of Dubuque. If the highway is not built, the
traffic proiecfions indicate U.S. 20 traffic will increase by 15.000 vehicles per day by 2025, creating a
"level of service" F on this highway.
· Because of the heavy traffic, U.S. 20 is a hieh accident corridor. Coustruction of IA 32 w/Il take traffic
off of U.S. 20, thereby making the roadway safer.
17. Has the project already received funding through the State's federal-aid highway or transit formula
apportiomants or from other Federal, State, local, or private funds? If yes, how much and from what source?
This proiect has received fimdin? for the enviromental review process through the State and MPO Surface
Transportation Pro,am funds: $L273,419 total cost, with 80% paid through STP.
IA 32 has received funding from the FY03 transportation appropriations bill: $2 Million to keep the proiect
design schedule on track. Iowa DOT has budgeted $21 Million and DMATS has committed $7 Million, alt in
STP funds for the future design and construction of the highway.

SUBJECT: Southwest Arterial
Dear Congressman Nussle:
Each year the Iowa Department of Transportation (IDOT) develops a five year
Transportation Improvement Program (TIP) to inform the public of the IDOT planned
investments in Iowa's transportation system. To develop this program, the Department
works closely with local governments, and Metropolitan Planning Organizations (MPO).
As you know, the MPO for the Dubuque Urban Area, the DubUque Metropolitan
Transportation Study (DMATS), has identified the Southwest Arterial as the area's number
one priority, and has requested funding for the project from Congress in the reauthorization
· of the transportation act (TEA 21 ).
The current IDOT program identifies a commitment of $21 Million programmed to the project
through FY06, and therefore should be considered as evidence of the support of IDOT for
the Southwest Arterial in Dubuque, Iowa.
