Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendation for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $15,000 for the City of Dubuque for a non - linear editing system.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission to approve a request for funding from the Capital Grant for Access
Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY10 with a balance of $332,873.
Quarterly adjustments and interest have added $12,729. Currently there is a balance to be
awarded of $238,987.
At its meeting on February 2, 2010, the Commission approved a request from the City of
Dubuque for $15,000 for a non - linear editing system. This system will replace our original non-
linear editing system that is no longer able to digitize video and is not powerful enough to meet
our current editing needs. The application for this request is attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

with a very powerful PC running Windows 7 with 24 GB of RAM. It will feature Adobe Production Suite
software (CS4) and Matrox RT.X2 hardware. It will replace our original editing system which is very slow

punch in editing via Adobe Premiere Pro and After Effects and allow us to produce more complex
programs quicker.
