Acting Leisure Services Manager Pat Prevenas recommends that a public hearing be
set for March 1, 2010, to consider a lease agreement with Dubuque Bruisers Football
for a section of Roosevelt Park. Significant terms of the lease agreement are:
1. The City will lease the property for a term of twenty -five (25) years.
2. Dominick Locascio, owner of the Dubuque Bruisers, will construct a football
stadium on the property, including the field, seating, locker rooms / rest rooms,
parking, and lighting (if needed).
3. Before construction starts, Locascio shall furnish proof he has sufficient funds to
complete construction and furnishings.
4. The City will not incur any costs related in any way to the design, construction, or
operation of the field.
The estimated cost of this development would be in the $1 to $1.5 million range.

The purpose of this memorandum is to request that the City Council set a public hearing
on March 1st, 2010 to consider a lease agreement with Dubuque Bruisers Football for a
section of Roosevelt Park.
DISCUSSION
Dominick Locascio is the owner of the Dubuque Bruisers Football team, a semi -pro
team that began playing in 2009. Mr. Locascio approached the City a year ago looking
for help locating a home field. He was not able to work out an agreement with any of
the local schools or colleges to use their fields so he played in Cascade. The master
plan for Roosevelt Park does include space for construction of a multipurpose field or
football stadium. It was made very clear that all expenses associated with construction
of the field would be his, the City would not contribute.
Mr. Locascio would like to move forward with a lease for the property in Roosevelt Park
to enable him to start fundraising.
Significant terms of the lease agreement are as follows:
1. The City will lease the property for a term of twenty -five (25) years
2. Locascio will construct a football stadium on the property, including the field,
seating, locker rooms / rest rooms, parking, and lighting (if needed).
3. Before construction starts, Locascio shall furnish proof he has sufficient funds to
complete construction and furnishings.
4. The City will not incur any costs related in any way to the design, construction, or
operation of the field.
5. All maintenance will be the responsibility of the lessee.

RESOLUTION OF INTENT TO DISPOSE OF AN INTEREST IN REAL PROPERTY BY
LEASE AGREEMENT WITH DOMINICK LOCASCIO, OWNER, DUBUQUE
BRUISERS FOOTBALL
WHEREAS, the City of Dubuque, Iowa (City) is the owner of the Premises shown
on Exhibit A of the Lease, all in Dubuque County, Iowa (the Property);
AND WHEREAS, Dominick Locascio, Owner, Dubuque Bruisers Football (Team)
desires to lease the Property to operate a semi -pro football team, upon the terms set
forth in a Lease now on file in the Office of the City Clerk at City Hall, Dubuque, Iowa,
which Lease provides among other things for a term of twenty -five years;
AND WHEREAS, the City Council has tentatively determined that it would be in the
best interests of the City to enter into the Lease with Team.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The City Council of the City of Dubuque intends to dispose of its interest
in the Property as described in the Lease between City and Team.
Section 2. The City Clerk is hereby authorized and directed to cause this
Resolution and a notice to be published as prescribed by Iowa Code Section 364.7 of a
public hearing on the City's intent to dispose of the Property, to be held on the 1st day of
March, 2010, at 6:30 o'clock p.m. at the Historic Federal Building, 360 W. Sixth Street,
Dubuque, Iowa.
