The application, staff report and related materials are attached for your review. Discussion Terry Koelker, Buesing & Associates, representing the applicant, spoke in favor of the request. He reviewed the location of the subdivision, the number of lots and access. Staff reviewed the proposed subdivision, the type of sustainable development tools incorporated into the development, the number of lots and the need to waive the City's street standard to allow a 27 -foot wide street rather than a 31 -foot wide street. Staff noted that parking will be restricted to one side of the proposed 27 -foot wide street. There were no public comments. The Zoning Advisory Commission discussed the request, reviewing the location for the storm water detention basin and access to it for maintenance. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Subdivision Staff Report — Felderman Subdivision Page 2 Conformance with Comprehensive Plan: This 2030 Future Land Use Map designates the subject parcel for open space. The submitted preliminary plat involves the following Comprehensive Plan Goals: Land Use and Urban Design Goals: 1.5, 1.8, 7.2 and 9.3. Environmental Quality Goals: 1.4., 1.5, 2.3, 2.5 and 5.8. Impact of Request on: Utilities: Existing City utilities can handle the proposed 14 -lot subdivision. Traffic Patterns: The 14 single - family building lots will generate approximately 140 additional vehicle trips. Access to and from the proposed subdivision is by way of Arboretum Drive. Public Services: Existing public services are adequate to serve the proposed subdivision. Environment: Staff does not anticipate any significant impact to the environment provided the sustainable measures proposed by the applicant are installed and maintained appropriately, and that appropriate erosion control and storm water control is provided throughout development of the subdivision. Adjacent Properties: Planning staff anticipates the most likely impact to adjacent property is an increase in vehicle trips traveling on Arboretum Drive. Proposed Sustainable Development Tools: (1) 27 -foot wide street (reduced impermeable area), (2) concrete street (reduced heat island affect), (3) street trees, (4) infill development, (5) LED street lights, (6) infiltration of storm water in detention basin; (7) greater than 40% of parcel undisturbed, and (8) Green Building Code. Recommended Conditions on Plat: None. Staff Analysis: The submitted preliminary plat of Felderman Subdivision subdivides approximately 10 acres of property at the east of Arboretum Drive into 14 single - family lots. Three of the single - family lots will have frontage on Arboretum Drive, while the remaining 11 building lots will take their access from a new public street to be named Arboretum Court. The proposed subdivision includes construction of a new public street to be named Arboretum Court that will be built to a 27 -foot width with a 50 -foot right -of -way. The street will be constructed with a concrete roadway and standard curb and gutter. A majority of the proposed building lots are too low to access the existing sanitary sewer main with gravity flow laterals. A lift station and force main will be necessary to serve 10 of the building lots, three lots can utilize gravity flow laterals, and one lot will need an individual E1 pump. The lift station and force main will be built by the developer and Subdivision Staff Report — Felderman Subdivision Page 3 maintained by the City, City water is available to this site and will be extended through Arboretum Court. The developer is providing for a storm water detention basin as part of Lot 8 and will provide the necessary access easements for the City to provide long- term maintenance of the facility. The Unified Development Code now requires that each new subdivision utilize sustainable development tools and achieve a 40 point score from a list of sustainable development tools. The applicant has achieved a 45 point total with a mixture of sustainable tools. The applicant has been very cooperative in looking at a variety of sustainable development tools for the parcel because of its size, topography and subsoil characteristic presented a challenge in meeting the new sustainability standards in the UDC. The preliminary plat of Felderman Subdivision proposes several sustainability measures including the following: 1. A 27 -foot wide street, which reduces the amount of impervious area of the development (5 points). 2. The proposed street will be a concrete street that reduces the heat island affect (5 points). 3. The applicant will be planting street trees within the parkway between the sidewalk and back of curb (5 points). 4. The proposed subdivision is located on an infill lot. The City Planner has determined that it is an appropriate sustainability measure (5 points). 5. LED street lights will be used on Arboretum Court. Fifty percent energy savings with twice the lifespan. The City Engineer has determined this is an appropriate sustainability measure (5 points). 6. Storm water will be allowed to infiltrate in the bottom of the detention basin. The City Engineer has determined this is an appropriate sustainability measure (5 points). 7. Each of the 14 houses will be compliant with the Green Building Code (10 points). 8. 40% or more of the parcel will remain undisturbed after grading for the street, utilities, and building lots. The City Planner has determined this is an appropriate sustainability measure (5 points).
