Van Milligen, City Manager SUBJECT: Continuation of Free Ride Program with Dubuque Community Schools DATE: February 9, 2010 KeyLine Transit has been monitoring the progress of the Free Ride Program for students attending Dubuque Community Schools since the program's inception in August 2007. Students are required to show their school ID to receive free transportation. Students ride throughout the year free -of- charge on any KeyLine fixed route bus during all hours of operation, including weekends. In the first year of the program 50,079 students rode KeyLine. In the second year 60,085 students rode KeyLine, an increase of 20 %. The program is in the midst of the third year, and this agreement covers that third year. It is inadvertently being submitted late to the City Council for approval. Economic Development Director Dave Heiar recommends City Council approval to renew the Free Ride Program with the Dubuque Community School District for another year (August 1, 2009 through July 31, 2010). DISCUSSION KeyLine Transit has been monitoring the progress of the Free Ride Program for Students attending Dubuque Community Schools since the program's inception in August 2007. Students are required to show their school ID to receive free transportation. Students ride throughout the year free -of- charge on any KeyLine fixed route bus during all hours of operation, including weekends. Many youth were already riding free in the summer months because of participation in Leisure service activities provided by the City Recreation Department. The partnership between KeyLine Transit and the Dubuque Community School District continues to be very successful. As you can see by the table below, KeyLine has experienced an increase in student ridership each year. (The number for the current school year is only for half the year.) KeyLine is very pleased with the results and we are anticipating equal or greater numbers of students riding for the remainder of this school year. We are looking forward to another successful school year of student riders in 2009 - 2010, and would like to continue the funding partnership for the next school year. The agreement for the 2009 -2010 school year was approved by the School Board at the beginning of the school year. Unfortunately, the agreement was inadvertently misplaced and was not submitted to the City Council. ACTION REQUIRED: With your approval, I recommend the City Council renew our agreement with the Dubuque Community School District for the 2009 -2010 school year. cc: Jon Rodocker, Transit Manager F: \USERS \Eton Dev \Transit \Transit -DCSD Transportation\2009 -2010 Council memo Agree Bus Transp for Students.doc AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA AND THE DUBUQUE COMMUNITY SCHOOL DISTRICT FOR BUS TRANSPORTATION SERVICES FOR STUDENTS This Agreement, dated for reference purposes the /6/ day of , 2009, is made and entered into by and between the City of uque, Iowa (City) and the Dubuque Community School District (District). SECTION 1. TERM. The term of this Agreement shall be from August 1, 2009 through July 31, 2010. SECTION 2. SCOPE OF SERVICES. For the sum of one dollar ($1,00) and other good and valuable considerations, the City agrees to provide free bus transportation to District's K -12 students on City's established routes, which routes City shall determine in its sole discretion. SECTION 3. TERMINATION. City shall have the right to terminate this Agreement with or without cause upon sixty (60) days written notice to District. Upon termination of this Agreement, City shall refund the prorated amount of the compensation for the unexpired term of this Agreement. SECTION 4. RULES AND REGULATIONS. City shall in its sole discretion determine the rules and regulations which apply to the bus transportation of District's students. SECTION 5. PUBLICIZING SERVICE. District agrees to cooperate with City in publicizing the availability of the service.
