The Multicultural Family Center was nominated and awarded the Champion of Service
Award at the Dubuque National Service Partnership's National Service Recognition Day
Ceremony. Leisure Services Manager Marie Ware requests that AmeriCorps Director
Heather Satterly be allowed re-present the Champion of Service Award to the
Multicultural Family Center at the City Council meeting.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to provide notice that the Multicultural Family Center was
nominated and awarded the Champion of Service Award at the Dubuque National
Service Partnership's National Service Recognition Day Ceremony.
DISCUSSION
Dubuque is home to the nation's first National Service Partnership, a partnership
between local government, higher education, local non-profits, and state government
that draws on multiple AmeriCorps and Senior Corps resources to collectively impact
poverty in Dubuque. The Dubuque National Service Partnership (DNSP) uses Days of
Service and other events to educate the public about community needs and
opportunities to serve, while simultaneously focusing on improved business processes
within organizations and improved outcomes for families served.
The Dubuque National Service Partnership plans and sponsors that annual National
Service Recognition Day Ceremony, previously known at the Mayor's Day of Service.
This event provides an opportunity to appreciate and recognize volunteers of National
Service in the Dubuque community. These volunteers are awarded in two categories:
Champion of Service and Impact Awards. The Dubuque National Service Partnership
determines the top finalists in each category.
Champion of Service
The Champion of Service award recognizes individuals or agencies that support
National Service programs. This individual/agency will have demonstrated ongoing and
sustained involvement with National Service members. Recipients' who are selected to
receive this award were invited by the Dubuque National Service Partnership (DNSP) to
attend the National Service Recognition.
Applications for the Champion of Service Award were evaluated in the following
areas:
• Organization/individual has supported members in a positive way.
• Organization/individual has been an outspoken advocate for National Service
Programs.
• Organization/individual has consistently been involved with and/or supported
National Service programs over time.
• Organization/individual's support for/involvement with National Service Programs
has resulted in a positive outcome for programs.
The Multicultural Family Center was nominated and received the Champion of Service
Award at the National Service Recognition.
ACTION REQUSTED
This memo is for informational purposes only. Time is requested on the upcoming City
Council agenda for AmeriCorps Director Heather Satterly to re-present the Champion of
Service Award to the Multicultural Family Center at the City Council meeting.

Recognizing the positive impact of National Service
We are now taking nominations for the 2018 National Service Recognition Awards. This event provides an
opportunity to appreciate and recognize volunteers of National Service in our community. These volunteers
are awarded in two categories: Champion of Service and Impact Awards. The Dubuque National Service
Partnership determines the top finalists in each category. Winners will be announced April 2, 2019. Please
use the form to submit your nominations.
Award Categories
Champion of Service
The Champion of Service award recognizes individuals or agencies that support National Service programs.
This individual/agency will have demonstrated ongoing and sustained involvement with National Service
members. Recipients' who are selected to receive this award will be invited by the Dubuque National Service
Partnership (DNSP)to attend the National Service Recognition.
Applications for the Champion of Service Award will be evaluated in the following areas:
• Organization/individual has supported members in a positive way.

Impact Awards
The Impact Award recognizes individuals who are alumni or current National Service members whose service
have made a significant impact on the site for which they serve/served. The personal impact award is designed
to award those National Service members who have demonstrated commitment to volunteerism by helping
with special projects or ongoing activities within the agency in which they are/were serving. This person may
have demonstrated exemplary leadership, creativity, cooperation and hard work in their service to others. This
award can be nominated by the National Service program or the site at which the National Service members
serve/served. Recipients' who are selected to receive this award will be invited by the Dubuque National
Service Partnership (DNSP) to attend the National Service Recognition.
Applications for the Impact Award will be evaluated in the following areas:
• Member made a significant contribution to a population or organization during their term of
service.
• Member has demonstrated leadership abilities in their work and/or among their peers.
• Member has demonstrated a spirit of cooperation among groups of people and organizations.
• Member has displayed exemplary work ethic and commitment to duties.

Recognizing the positive impact of National Service
I would like to nominate the Multicultural Family Center for the Champion of Service award. The
Multicultural Family Center has partnered with the AmeriCorps Partners in Learning Program since its
founding in 2004. This partnership has allowed National Service to affect the lives of many citizens over this
15-year relationship. This impact has ranged from engaging the community in a safe space to empowering
youth to seek educational opportunities.
The Multicultural Family Center believes that mentoring AmeriCorps members during their term of
service is paramount to their own mission and vision. The Multicultural Family Center aims provide diverse
cultural experiences to our community, which has provided AmeriCorps members' with unique personal and
professional growth opportunities. The Multicultural Family Center is dedicated to advancing National Service,
as their leadership encourages their AmeriCorps members to become our future civic leaders, while also
encouraging their participants to become their future AmeriCorps members!
AmeriCorps members have been able to support people of all demographics in Dubuque through the
Multicultural Family Center's programming. The Multicultural Family Center has always taken up the
challenges of the Dubuque community, utilizing AmeriCorps members along the way to target groups who need
the most support. For example, teens are a group that is inherently challenging to serve, especially when they
are navigating adolescence. The Multicultural Family Center meets with teens year-round to support their
futures with positive engagement and skill building. With the Multicultural Family Center utilizing AmeriCorps
members, the program has been able to provide teens with educational opportunity, employment skills, and
community volunteering opportunities.
The Multicultural Family Center's programming and safe gathering space has impacted the lives of
many in the Dubuque Community, as all people are accepted and served with a smile. The inclusive
environment and diverse experiences provided by the Multicultural Family Center has created unmatched
service experiences and learning opportunities for AmeriCorps members. These AmeriCorps members are on
the front line of serving our community members- listening to stories, learning about new cultures and
expanding their own perspectives. Through this direct impact, people are come together to listen, learn, explore

the wonderful differences that make up our community.
Why does this organization deserve to be recognized as a Champion of Service? There are many
reasons why the Multicultural Family Center deserves this award, but the personal account of a recent
AmeriCorps member proves that this organization is truly a Champion of National Service. "My AmeriCorps
service at the Multicultural Family Center was unlike anything I have experienced before. I truly loved getting
involved in the Dubuque community and having the opportunity to connect with teens. Not only did I see
growth within the students, but I developed better leadership skills and discovered a passion for educational and
student development."
