Whereas, the Salvation Army operates more than 7,500 centers in communities across the United
States, including Dubuque, lowa. Each of these collect high-quality data on a wide variety of
poverty-related social services. Together this data has helped create the Human Needs Index,
which is the first multi-dimensional measure of human need based on objective data from
social services provided directly by non-profit organizations. It serves as a powerful tool to
track basic human needs with different indicators and less lag time than conventional
government data; and
Whereas, the highly spiritual and humanitarian role of the Salvation Army has long been an important
part of American life; and
Whereas, this week of recognition was first declared by President Dwight D. Eisenhower in 1954 — 74
years after The Salvation Army arrived in the U.S. — who stated in his proclamation: "Among
Americans, The Salvation Army has long been a symbol of wholehearted dedication to the
cause of human brotherhood . . . Their work has been a constant reminder to us all that each
of us is neighbor and kin to all Americans, giving freely of themselves, the men and women of
The Salvation Army have won the respect of us all."; and
Whereas, through its welfare and religious institutions in our country, the Salvation Army has befriended,
aided, and given new hope to men, women, and children, regardless of race or creed; and
Whereas, the Salvation Army of Dubuque provides services to the community through its church, food
pantry, senior center, Christmas Toy program for children and continues to grow, now adding
the national Pathway of Hope program, which will guide residents to achieve sustainable lives
and
Whereas, the Salvation Army of Dubuque will host a ribbon cutting and open house on May 16 at 11:30
a.m. to celebrate their new programs accomplishments.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF
THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE WEEK
IMMEDIATELY FOLLOWING MOTHER'S DAY, MAY 12-18 AS
"SALVAT I O N ARMY WE E K"
IN THE CITY OF DUBUQUE, IOWA.
