City Engineer Gus Psihoyos recommends City Council approval of Task Order 19-02 for
Strand Associates to provide engineering services during construction of the Bee
Branch Railroad Culverts Projects. The cost to perform the work will be billed on an
hourly rate basis (plus expenses) up to a not-to-exceed fee of$1 ,805,000. These
expenses were reflected in the engineering costs presented at the time of the award for
the construction contract for the Upper Bee Branch Creek Restoration Railroad Culvert
Crossing Project. The engineering services will be covered using $23,100,000 in
Community Development Block Grant Program Disaster Recovery-National Disaster
Resiliency funds for the Bee Branch Watershed Flood Mitigation Project.

INTRODUCTION
The purpose of this memo is to seek approval and execution of Task Order 19-02 for
Strand Associates to provide engineering services during construction of the Bee Branch
Railroad Culverts Project. These are improvements associated with the HUD NDRC funds
for the Bee Branch Watershed Flood Mitigation Project.
BACKGROUND
On August 18, 2008, the City Council approved authorization to negotiate a professional
services agreement with Strand for design and engineering services for the Bee Branch
Creek Restoration Project (Project). On October 22, 2008, the City Manager executed an
agreement with Strand.
In January 2016, the State was awarded $95.7 million in HUD National Disaster Resiliency
Competition grant funds. Per the award, the City of Dubuque is to receive $23.1 million for
storm water infrastructure improvements associated with the Bee Branch Watershed Flood
Mitigation Project. The infrastructure improvements included the installation of a large
diameter storm sewer along 17t" Street from the (Lower) Bee Branch Creek, under the
railroad tracks on Pine Street, and continuing west to W. Locust Street. The work includes
inlets and local sewer connections to the storm sewer and the complete reconstruction of
the street and other underground utilities along street right-of-way corridor.
In October of 2016, the City Council passed Resolution 362-16 authorizing the execution
of the funding contract with the lowa Economic Development Authority (IEDA) for the City's
receipt of$23,309,600.00 in Community Development Block Grant Program Disaster
Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood
Mitigation Project.
In March of 2017, an Agreement for Technical Services (Agreement) with Strand
Associates (Strand) was executed establishing that Strand would provide consulting
engineering services related to the Bee Branch Railroad Culverts Fruject. As outiined in
the Agreement, the services to be provided under the Agreement were to be outlined in
subsequently issued Task Orders.
In March of 2017, Task Order 17-01 was executed. It outlined that Strand would work
through the process of preparing an engineering design acceptable to Canadian Pacific
Railway.
In December of 2018, the City Council approved Task Order No. 18-01 which established
that Strand Associates would provide engineering services required to produce the final
design in the form of the bid package for the Upper Bee Branch Creek Restoration
Railroad Culvert Crossing Project. Task Order 18-01 was an extension of Task Order 17-
01.
In February of 2019, the City Council adopted Resolution 68-19 approving the award of the
construction contract for the Upper Bee Branch Creek Restoration Railroad Culvert
Crossing Project to Tricon General Construction, Inc. in the amount of$25,900,000.00.
DISCUSSION
The scope of services outlined in Task Order No. 19-02 establishes that Strand Associates
would provide engineering services required during construction of the Upper Bee Branch
Creek Restoration Railroad Culvert Crossing Project.
During construction, which is expected to run from April of 2019 to June of 2021, Strand
will provide the following:
1) Contract Administration
a) Schedule, attend, and facilitate weekly teleconferences and monthly
progress meetings with the City, contractor, sub-contractors, and utility
providers;
b) Assist with the development of contractor payment requests;
c) Assist with the review and response to contractor requests for information;
and
d) Review shop drawings and material samples.
2) Construction Staking
3) Engineering Analysis and Material Testing
4) Vibration and Settlement Monitoring
5) Construction Observation and Documentation
The cost to perform the work will be billed on an hourly rate basis (plus expenses) up to a
not-to-exceed fee of $1,805,000.00.

The engineering services will be covered using $23,100,000.00 in Community
Development Block Grant Program Disaster Recovery - National Disaster Resiliency funds
for the Bee Branch Watershed Flood Mitigation Project. These funds are available now

Project Information
Project Name: Upper Bee Branch Creek—Railroad Culverts and Sanitary Sewer Crossing
Project Description: OWNER requires the construction of trenchless stormwater culvert pipes and
sanitary sewer across the Canadian Pacific'Railroad (CPR), including the construction of box culverts, a
transition structure, outlet structure, level control gates and pumping station, storm sewer, electrical and
lighting, a parking lot, a trail connection, and other miscellaneous landscaping and restoration'elements.
Services Description: Provide construction -related services for the culvert pipes and sanitary sewer
across the CPR, for which ENGINEER provided survey, design, and bidding -related services under Task
Orders 17-01, 18-01, and 19-01.
Scope of Services
ENGINEER will provide the following services to OWNER:
Contract Administration
1. Schedule, attend, and facilitate the preconstruction conference and prepare meeting minutes.
2. Schedule, attend via teleconference, and facilitate weekly construction status conference calls.
3. Schedule, attend, and facilitate monthly construction progress meetings on-site. Meeting minutes
will be prepared for monthly progress meetings.
4. Assist OWNER with review of partial payment and final payment requests.
5. Assist OWNER with review of weekly and monthly construction schedules provided by the
contractor.
6. Respond to requests for information during construction and evaluate claims submitted to
OWNER by contractor.
7. Assist OWNER with development and processing of contract modification documents including
change orders, cost proposal requests, and work change directives.
8. Review shop drawings and material samples.
Construction Staking
1. Check existing control and benchmarks and set additional control and benchmarks as necessary
prior to start of construction.

2. Provide construction staking for grading, paving, utilities, and structures as follows:
a. Two offset stakes for each sanitary structure.
b. Three offsets for each catch basin (includes curb alignment).
c. Two offsets for each storm manhole/junction box and inlet.
d. One line of water main offsets at intervals of 100 feet (including hydrants, tees, and
bends).
e. Box culverts offsets at joint lines.
f. One row of edge of pavement offset stakes at 50 feet on tangents and 25 feet on
horizontal and/or vertical curves for trails.
g. Two rows (one on each side of the paving) at top of curb or top of pavement grade at
intervals of 50 feet on tangents and 25 feet on horizontal and/or vertical curves. Includes
high points, ends of radii, and radii points.
h. Centerline of tunnel and structural elements (piers, etc.).
i. Two offsets for corners precast or cast -in-place concrete structures.
j. Point -of -beginning staking for landscape layouts.
k. One line of offset stakes for retaining walls.
3. Provide spot checks of as -built information as necessary for line and grade.
Engineering Analysis and Materials Testing
1. Provide soil sampling services, proctors, and reports as follows:
a. Collect up to twenty soil samples from OWNER's property for laboratory analysis.
Samples will be collected from stockpiles or from excavations with assistance from
contractor.
b. Submit samples for laboratory analysis of total extractable hydrocarbons (TEH), volatile
organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), and the eight
Resource Conservation and Recovery Act (RCRA) metals.
c. Submit additional samples for toxicity characteristic leaching procedure analysis if
elevated concentrations of VOCs or eight RCRA metals are detected. Five additional
soil samples are anticipated.
d. Summarize findings via email correspondence.
2. Provide groundwater sampling services as follows:
a. Collect up to twenty water samples from CONTRACTOR' s dewatering operations.
b. Submit samples for laboratory analysis of TEH, VOCs, PAHs, and eight RCRA metals.
c. Summarize findings via email correspondence.
3. Provide nuclear density testing of fill and backfill and prepare reports.

Vibration and Settlement Monitoring
1. Perform settlement monitoring for construction activities on a monthly basis. The monitoring
schedule shall be determined by OWNER during construction. Services will include the
following.
a. Monitor 20 points on permanent structures adjacent to planned vibration -producing
construction activity, including the CPR Yard Maintenance Building, Dubuque Flooring
and Furniture, B&M Properties Building 2 and Building 3, and the existing twin box
culvert under CPR. OWNER shall define and provie the location of structure
precondition assessments. Analysis and design of corrective measures required as a
result of the vibration -producing construction activity are not included in this
Task Order.
b. Perform periodic monitoring as specified by OWNER, with the private building owner's
permission, during vibration -producing activities in close proximity to adjacent
structures.
c. Provide the results of each monitoring report to OWNER.
2. Provide continuous vibration monitoring (one monitor) during construction activities. The
monitoring location and Peak Particle Velocity (PPV) Maximum Limit will be established by
OWNER. ENGINEER shall notify OWNER and CONTRACTOR in the event of vibrations
exceeding 80 percent of PPV Maximum Limit.
3. Prepare a final report summarizing vibration monitoring for the project.
Construction Observation and Documentation
1. Provide resident project representatives (RPRs) for part-time observation of construction for up
to 2000 hours to supplement OWNER -provided services. RPR will communicate with OWNER
staff providing construction -related services. Full-time RPR efforts are not anticipated.
2. Provide services related to permanent pumping station and level control gate start-up and
commissioning.
3. Provide modifications to OWNER's existing Wonderware supervisory control and data
acquisition system human -machine interface graphics to incorporate alarming, control,
monitoring, remote notification, and trending of new equipment and existing equipment
modified as part of this project.
4. Observe and report on subgrade conditions. Provide recommendations to OWNER for unsuitable
subgrade replacement.
5. Complete erailsafe.com safety training for RPR staff that will enter CPR property during
construction.
6. Develop lists of items to be completed or corrected in accordance with substantial and final
completion procedures.
7. Attend final project walkthrough with OWNER.

Compensation
OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus
expenses an estimated fee of $1,805,000. Services will be provided in accordance with the budgeted
hours, as follows.

Schedule

In addition to the items listed in the associated Agreement for Technical Services, OWNER shall be
responsible for the following.
1. Assist ENGINEER with railroad coordination, including obtaining access to the railroad
right-of-way through easements or a Right -of -Entry Agreement.
2. Compensate ENGINEER for any fees associated with railroad access and railroad insurance.
