SUBJECT: lowa DOT Consolidated Funding Application for FY 2020
DATE: April 28, 2019
In order to receive the state operating and maintenance allocations for Fiscal Year
2020, The Jule is required to submit a Consolidated Funding Application. This annual
application requires that, along with other documents, a Certificate of Cost Allocation
Plan, a Lobbying Cost Certificate and an Authorizing Resolution be submitted. The
Jule, as the public transit agency operated by the City of Dubuque, receives a portion of
its annual operating funds from the lowa Department of Transportation/Office of Public
Transit and/or Federal Transit Administration. The timely submittal of the Consolidated
Funding application is critical to ensuring the release of funds.
Director of Transportation Services Renee Tyler recommends City Council approval of
the Consolidated Funding Application as submitted to the lowa Department of
Transportation and approval of signature on the Lobbying Cost Certificate, Certificate of
Cost Allocation Plan and Authorizing Resolution.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

By signing the Authorizing Resolution, city council states that it (1) authorizes Renee Tyler, Director of
Transportation Services, to apply for The Jule's annual operating and maintenance allocations from
IDOT and (2) has sufficient non-federal funds or sufficient in-kind match to provide local match.
BUDGETIMPACTS
The following funding/revenue amounts are budgeted and will be received if the Consolidated
Funding Application and required documentation are submitted.
The State Operating Allocation and 5310 funding is determined by combining annual fixed route and
paratransit service ridership, revenue miles and operating expenses, which is weighted along with
locally generated revenue/financial support. The total population of each city or region is portioned as
a percentage of lowa's total population, which is weighted to percentage of formula funding. The
Jule's share of funding for FY20 is 2.11344440°k.
In Fiscal Year (FY) 2020, the IA DOT/ Office of Public Transit (OPT) has projected that The Jule's
State Operating Allocation will be $311 ,285 and the Section 5310 formula allocation will be $60,614
for a projected total of$371 ,899 in FY 2020 allocated funding.
The Jule received a grant for marketing funds to promote the Intermodal Center. The maximum
award is $7,500, but the apportionments have not yet been made.
The Jule will apply for a State Public Transit Infrastructure Grant (PTIG) to fund 80°k ($344,743) of
the JFK Circle Phase 2 project: $430,929. This will be important funding to go with the 20°k of the
funding approved by City Council in the CIP.
RECOMMENDATION/ACTION STEP
It is recommended that the City Council approve the Consolidated Funding application as submitted,
and approve signature of the Lobbying Cost Certificate, Certificate of Cost Allocation Plan and
Authorizing Resolution.

AUTHORIZING RESOLUTION
APPROVAL OF CONSOLIDATED FUNDING APPLICATION TO IOWA DOT
Whereas, the City of Dubuque provides fixed -route and paratransit services for the
citizens of Dubuque; and
Whereas, the Iowa Department of Transportation (IDOT) is a pass-through funding
entity for federal capital and operating funds; and
Whereas, the City has historically applied through the IDOT for these funds; and
Whereas, the City Council finds that the applying for the funds to be beneficial to the
continued provision of transit service for the citizens of Dubuque.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The City Council of the City of Dubuque, Iowa hereby endorses the
attached application to the Iowa Department of Transportation, which includes a City
match.
Section 2. The Iowa Department of Transportation application will include requests
and mandatory certifications by the City of Dubuque as follows:
From the State Transit Assistance Program:
2.11344440% of formula funds
Total: $311,285
From federal funds for transit in non -urbanized areas and/or for transit
serving primarily elderly persons and persons with disabilities:
$60,614
From statewide capital assistance (PTIG) for transit:
$344,743
From statewide federal -pass through discretionary assistance (Intercity
Bus Marketing Grant) for transit:
$7,500
We understand acceptance of federal transit assistance involves an
agreement to comply with certain labor protection provisions.
We certify that the City of Dubuque/The Jule has sufficient non-federal
funds or sufficient in-kind match to provide required local match for capital
projects and at time of delivery will have the funds to operate and maintain
vehicles and equipment purchased under this contract.
We request that State Transit Assistance formula funding be advanced as
allowed by law, to improve system cash flow.
Section 3. That Renee Tyler, Director of Transportation Services, is authorized to on
behalf of the City Council, to apply for financial assistance and to enter into related
contract(s) with the Iowa Department of Transportation.

LABOR PROTECTION AGREEMENT
�
The City of Dubuque, as an applicant for federal non-urbanized area agrees that in the absence of a
wavier by the Department of Labor, the terms and conditions of the Speciai Warranty Arrangement
For Application to Other Than Urbanized and Over-the-Road Bus Accessibility Projects Pursuant to
Section 5333(b) of Title 49, of the U.S. Code, Chapter 53 (hereinafter referred to as "Warranty"), shail
apply for the protection of the employees of any employer providing transportation services assisted
by the project and the employees of any other surFace public transportation providers in the
transportation service area of the Project. The Warranty shall be made part of the contract of
assistance with the lowa Department of Transportation and shall be binding and enforceable by and
upon the parties thereto, by any covered employee or his/her representative.
Additionally, pursuant to the Department of Labor's procedures for application of the Warranty,
included with this submission is a listing of all transportation providers which will be recipients of
transportation assistance funded by the Project, a listing of other transportation providers in the
geographic area of such Project, and any labor organization representing the employees of such
providers.

A large portion of The Jule's fixed-route passengers are h-ansit dependent. Any addition in fiYed-route
services directly benefits mino►•ity persons through expanded opporttmities for employment, access to
healthcare and educational institutions, etc. Any increase or expansion in fised-route service also directly
benefits passengers using The Jule's paratransit service as it operates above and beyond FTA/ADA
regulations(beyond 3/4 mile of fixed-route service), providin�service to seniors 65 years and older in
tandem with the fixed-route service.

one or more of the major life activities of the individual, or being regarded as an individual with a physical or mental
