INTRODUCTION
The purpose of this memorandum is in response to a petition submitted by residents on Key
Way Drive between Pennsylvania Avenue and Keymont Drive (District H) in March 2019.
Residents along Key Way Drive have petitioned to increase the existing District H to include
both sides of Key Way Drive from Pennsylvania Avenue to Keymont Drive.
BACKGROUND
In 1985, the City adopted an ordinance providing for the establishment of Residential Parking
Permit Districts (RPPD). The purpose of such districts is to reduce traffic congestion resulting
from the use of parking within residential districts by persons not residing within the district, to
protect the residents of these districts from an unreason�ble burden in gaining access to their
residences, to preserve the character of such districts as residential districts, and other
various purposes. A Residential Parking Permit District designation can be made only after a
petition of residents representing 60 percent (60%) of the dwelling units in a proposed area is
received, a parking study is conducted by the City Engineer, and a public hearing is held by
the City Council.
To be eligible for an amendment to existing RPPD's, the proposed addition must include at
least two (?) block faces, must have at least 7�J% �f the curbside parking utilized during peak
periods, and must have at least 25% of such utilization by non-residents of the area. Areas
being added to an existing district assume the same day/time restrictions as previously
established in the existing district. Upon designation as an RPPD, no one can park curbside
in the district during the restricted hours without a residential or guest parking permit.
DISCUSSION
The petition for an area amendment (adding Key Way Drive between Pennsylania Avenue
and Keymont Drive) was submitted on March 15, 2019 and represented more than 60% of
the dwelling units along this section of Key Way Drive (20 of 22 dwelling units signed the
petition, or 90.9%). The petition requested the addition of Key Way Drive between
Pennsylvania Avenue and Keymont Drive be added to the existing District H and that current
parking day/time restrictions be assumed by these residents. The current parking restrictions
for Distri�t H state that no �ehicles shall park curbside during the hours of 7:G�� R.M. to 3:00
P.M. on School Days Only, witho�at displaying a valid parking permit.
Engineering staff conducted six (6) formal parking studies spanning from March 19th to May
7th due to continuous failed studies. Using 23 lineal feet (LF) of curb per stall, the studied
area contains a total of 40 curbside parking stalls, which equates to 28 parked cars at the time
of the study to meet the 70% requirement.
Results of the parking studies are as follows:
1. 03/19/19 at 1015: 15 cars parked curbside (Fail - 37.5% occupied, 62.5% available)
2. 04/02/19 at 0955: 24 cars parked curbside (Fail - 60% occupied, 40% available)
3. 04/04/19 at 1145: 26 cars parked curbside (Fail - 65% occupied, 35% available)
4. 04/15/19 at 1025: 24 cars parked curbside (Fail - 60% occupied, 40% available)
5. 04/23/19 at 0900: 25 cars parked curbside (Fail - 62.5% occupied, 37.5% available)
6. 05/07/19 at 0930: 28 cars parked curbside (Pass - 70% occupied, 30% available)
This area amendment petition exceeded the criteria one out of six times during peak periods
in which at least 70% of the curbside parking spaces in the proposed parking district addition
were utilized by nonresidents of the district.
RECOMMENDATION
Since the petition and parking study for Key Way Drive met the criteria necessary this one
time for an area addition to existing Residential Parking Permit Districts, I am recommending
the following amendments:
• Addition: Key Way Drive, both sides, from Pennsylvania Avenue to Keymont Drive to
existing District H with current day/time parking restrictions being assumed for this
addition;
I would further recommend that the City Council set a public hearing on the amendment
(addition) of Key Way Drive, both sides, from Pennsylvania Avenue to Keymont Drive to
existing District H. After the public hearing, the City Council may adopt an ordinance by
adding the proposed areas to the existing District, or adopt an ordinance modifying the
proposed addition.
ACTION TO BE TAKEN
The City Council is requested to establish the date of the public hearing and adopt the
attached resolution setting a public hearing for the proposed amendment to District H, which
adds Key Way Drive, both sides, from Pennsylvania Avenue to Keymont Drive.

RESOLUTION SETTING A PUBLIC HEARING ON AMENDING RESIDENTIAL
PARKING PERMIT DISTRICT H TO INCLUDE KEY WAY DRIVE FROM
PENNSYLVANIA AVENUE TO KEYMONT DRIVE
Whereas, the City of Dubuque, pursuant to Ordinance 9-14-321.740 of the Code of
Ordinances, has received a petition containing sufficient signatures requesting that the
area described as follows be included in Residential Parking Permit District H:
• Key Way Drive between Pennsylvania Avenue and Keymont Drive
;and
Whereas, the City Manager, in accordance with Ordinance 9-14-321.740 recommends
that Residential Parking Permit District H be amended to include such areas and that the
City Council set a public hearing on the request to amend Residential Parking Permit
District H.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. That the City Council finds and determines that the request from petitioner
is valid for Key Way Drive, in Residential Parking Permit District H.
Section 2. That the City Clerk be authorized and directed to publish a notice of public
hearing on amending Residential Parking Permit District H, to be held on June 3, 2019.

a meeting to commence at 6:00 p.m. on Monday, June 3 2019, in the Historic Federal
Building, 350 West 6�h Street, to consider an amendment to the City of Dubuque Code
of Ordinances Residential Parking Permit District (RPPD), "District H," by the addition of
Key Way Drive between Pennsylvania Avenue and Keymont Drive.
At the public hearing, the City Council may reject the petition, or adopt an ordinance
modifying the proposed district.
Copies of supporting documents for the public hearings are on file in the City Clerk's
Office and may be viewed during normal working hours.

Clerk's Office on or before said time of public hearing. At said time and place of public
