FROM: Gus Psihoyos, City Engineer T� SUBJECT: Kaufmann Avenue Right of Way Plats and Dedications — 22�d Street/Kaufmann Avenue Storm Sewer Improvements Project (White Street to Kleine Street) DATE: May 28, 2019 INTRODUCTION This memo provides information regarding the platting and acceptance of additional right of way along Kaufmann Avenue as part of the 22"d Street/Kaufmann Avenue Storm Sewer Improvements Project (White Street to Kleine Street). BACKGROUND The 22nd Street/Kaufmann Avenue Storm Sewer Improvements Project (White Street to Kleine Street) is one phase of the Bee Branch Watershed Flood Mitigation Project. The project involves the replacement of the existing storm sewer with a large diameter storm sewer and additional storm drains (intakes) along 22�d Street/Kaufmann Avenue from White Street to Kleine Street. Improvements will continue up Kaufmann Avenue to Kane Street in future phases. This work will require the relocation and reconstruction of existing underground utilities to provide the necessary space for the larger storm sewer. It will also require the complete removal and subsequent reconstruction of the street. The improvements will be constructed in multiple traffic control phases to accommodate residents and businesses. Phase I involves the construction of improvements on 22na Street from White Street to Francis Street. Phase II improvements include construction from Francis Street to North Main Street. Phase III improvements include construction from North Main Street to west of Kleine Street. Improvements include the installation of approximately 1200 linear feet of 10-foot by 6-foot concrete box culvert (either cast-in place or precast) with cast in place connections on both the west and east ends of the project. The project also includes local storm sewer and intakes, roadway reconstruction with Hot Mix Asphalt (HMA), Portland Cement Concrete (PCC) pavement, driveways, sidewalk, and curb ramp reconstruction, PCC retaining walls, railings, and step construction, water main replacement, sanitary sewer replacement, temporary storm water management, dewatering, mobilization, electrical conduits, fiber vaults, traffic signal repiacement, misceilaneous restoration, erosion controi, and tr�ffic control. � DISCUSSION As discussed above, this project includes the complete removal and subsequent reconstruction of the street. The street and sidewalks are being widened to meet current design standards. As such, several utilities need to be relocated behind the pavement and sidewalks because the existing street right of way width will not accommodate all of the relocations. As such, the City proposes to acquire permanent right of way for the purpose of constructing, operating and maintaining the relocated utilities across the properties. The Acquisition Plats dedicating the right of way to the City are shown in the attached exhibits. The additional right of way areas of Kaufmann Avenue need to be platted. The platting of these additional areas has been coordinated with the owners of the properties and they have signed and consented to the plat. IIW, P.C. has prepared acquisition plats to provide the additional right of way area. The areas being platted will be dedicated to the public for street and utility purposes. RECOMMENDATION I recommend that the City Council approve the Acquisition Plats along Kaufmann Avenue, in the City of Dubuque, lowa, which provide the additional right of way needed for the for the 22�d Street/Kaufmann Avenue Storm Sewer Improvements Project (White Street to Kleine Street) by the adoption of the attached resolutions.
