In a separate item on this agenda, City staff is proposing that the City-owned parking lot at Usha Park be expanded by 25 spaces and an agreement be executed with the Dubuque Community School District for students to use these spaces to help alleviate some of the parking pressure. Also, the Dubuque Community School District has provided the attached Parking Fact Sheet. Van Milligen, City Mana FROM: Gus Psihoyos, City Engineer `� ,�_� DATE: May 23, 2019 SUBJECT: Key Way Drive between Pennsylvania Avenue and Keymont Drive: Residential Parking Permit District Amendment INTRODUCTION The purpose of this memorandum is to provide information related to the public hearing for a petition submitted by residents on Key Way Drive between Pennsylvania Avenue and Keymont Drive (District H) in March 2019. Residents along Key Way Drive have petitioned to increase the existing District H to include both sides of Key Way Drive from Pennsylvania Avenue to Keymont Drive. BACKGROUND In 1985, the City adopted an ordinance providing for the establishment of Residential Parking Permit Districts (RPPD). The purpose of such districts is to reduce traffic congestion resulting from the use of parking within residential districts by persons not residing within the district, to protect the residents of these districts from an unreasonable burden in gaining access to their residences, to preserve the character of such districts as residential districts, and other various purposes. A Residential Parking Permit District designation can be made only after a petition of residents representing 60 percent (60%) of the dwelling units in a proposed area is received, a parking study is conducted by the City Engineer, and a public hearing is held by the City Council. To be eligible for �n amendment to existing RPPD's, the proposed addition must include at - least two (2) block faces, must have at least 70% of the curbside parking utilized during peak periods, and must have at least 25% of such utilization by non-residents of the area. Areas being added to an existing district assume the same day/time restrictions as previously established in the existing district. Upon designation as an RPPD, no one can park curbside in the district during the restricted hours without a residential or guest parking permit. DISCUSSION The petition for an area amendment (adding Key Way Drive between Pennsylvania Avenue and Keymont Drive) was submitted on March 15, 2019 and represented more than 60% of the dwelling units along this section of Key Way Drive (20 of 22 dwelling units signed the petition, or 90.9%). The petition requested the addition of Key Way Drive between Pennsylvania Avenue and Keymont Drive be added to the existing District H and that current parking day/time restrictions be assumed by these residents. The current parking restrictions for District H state that no vehicles shall park curbside during the hours of 7:00 A.M. to 3:00 P.M. on School Days Only, without displaying a valid parking permit. Engineering staff conducted six (6) formal parking studies spanning from March 19t" to May 7tn due to continuous failed studies. Using 23 lineal feet (LF) of curb per stall, the studied area contains a total of 40 curbside parking stalls, which equates to 28 parked cars at the time of the study to meet the 70% requirement. Results of the parking studies are as follows: 1. 03/19/19 at 1015: 15 cars parked curbside (Fail - 37.5% occupied, 62.5% available) 2. 04/02/19 at 0955: 24 cars parked curbside (Fail - 60% occupied, 40% available) 3. 04/04/19 at 1145: 26 cars parked curbside (Fail - 65% occupied, 35% available) 4. 04/15/19 at 1025: 24 cars parked curbside (Fail - 60% occupied, 40% available) 5. 04/23/19 at 0900: 25 cars parked curbside (Fail - 62.5% occupied, 37.5% available) 6. 05/07/19 at 0930: 28 cars parked curbside (Pass - 70% occupied, 30% available) This area amendment petition exceeded the criteria one out of six times during peak periods in which at least 70% of the curbside parking spaces in the proposed parking district addition were utilized by nonresidents of the district. RECOMMENDATION Since the petition and parking study for Key Way Drive met the criteria necessary this one time for an area addition to existing Residential Parking Permit Districts, I am recommending the following amendments: • Addition: Key Way Drive, both sides, from Pennsylvania Avenue to Keymont Drive to existing District H with current day/time parking restrictions being assumed for this addition. ACTION TO BE TAKEN The City Council is requested to approve the ordinance to amend District H, which adds Key Way Drive, both sides, from Pennsylvania Avenue to Keymont Drive. These spots were regained as soon as snow could be hauled from the lot. • The last day of school for seniors is before Memorial Day, which will greatly increase the number of available spaces on campus after that date through the summer. Looking at the Future • The number of student drivers has increased tremendously over time and now far outweighs the number of possible spots. Currently, there are over 150 students on the waiting list for parking permits. • Hempstead's campus is landlocked and does not currently offer opportunities for a significant number of additional parking stalls. • Next year, Hempstead is exploring the option of having the church lot be a free lot, with student parking on a first-come, first-served basis. • The school is also exploring options to more effectively incentivize carpooling. • Suggestions to convert current spaces (such as practice fields) into parking would reduce student opportunities and is not a viable option from the district's perspective. • The suggestion to add a multi-level parking structure is not fiscally responsible from the district's perspective as it would redirect millions of dollars away from educational facilities that directly benefit students. `/^� .
