SUBJECT: 2019 Usha Park Parking Lot Expansion Project

City Engineer Gus Psihoyos recommends City Council authorization to initiate the
informal bidding procedure for the 2019 Usha Park Parking Lot Expansion Project
subject to a future budget amendment. Since the project estimate of$67,868.31 is
under the State threshold for formal bidding, the project will be bid under the City's
informal bidding procedure, which will assure that the City receives competitive bids and
will provide the contractor ample time to complete the project before the start of the
2019-2020 school year. Director of Finance and Budget Jennifer Larson has identified
a funding source.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to authorize the informal bidding procedure for the
2019 Usha Park Parking Lot Expansion Project.
BACKGROUND
In 2013, Engineering Department staff worked with Leisure Services staff to develop a
parking lot at Usha Park. The project included construction of a concrete parking that
provides for 25 parking stalls. The parking lot was graded to allow for future expansion.
The parking lot has a 270-foot-long bio-filtration trench constructed on the east and north
sides to capture rainfall runoff. The bio-filtration trench contains a sand/compost/topsoil
mixture that allows the storm water runoff to infiltrate into the ground. This project was
expedited because of issues arising with people at Usha Park using private parking lots
and the additional complications caused by the Hempstead High School construction
project.
DISCUSSION
Dubuque Community Schools currently uses 20 of the 25 current spaces for student
parking during the day to help alleviate street parking. Hempstead High School is amid a
major construction project and has had 143 parking spaces normally available in their
parking lot out of commission due to construction. Due to the temporary removal of these
parking stalls even more students are now parking in the surrounding neighborhoods. 77
of these 143 parking spaces will be available again in December 2019 when construction
is completed. However, there continues to be shortage of on-site parking for Hempstead
High School students.
The expansion of Usha Parking Lot will provide for an additional 25 parking spots.
PR�JECT �CHEDULE
Since the project estimate is under the State threshold for formal bidding, the project will
be bid under the City's informal bidding procedure. Bidding the project informally will
assure that the City receives competitive bids and will provide the contractor ample time
to complete the project before the start of the 2019-2020 school year. The completion
date for the project will be August 23, 2019.
BUDGET IMPACT
The estimate of probable cost for the 2019 Usha Park Parking Lot Expansion Project is
summarized in the following table:

Director of Finance and Budget Jennifer Larson has identified Fiscal Year 2019 lowa
Communities Assurance Pool credits totaling $82,776 as the funding source. If this
project is approved, the project will be included in the City's next budget amendment.
REQUESTED ACTION
I respectfully request that the City Council grant approval and authorize the advertisement
for bid proposals for the Usha Park Parking Lot Expansion.
