DRAFT MINUTES
REGULAR SESSION
3:00 P.M.
Tuesday, May 21, 2019
City Council Chamber, Historic Federal Building
Commissioners Present: Benjamin Beard, Tom Swift, Derek Duehr, and Katrina Wilberding
(Wilberding attended via conference call).
Commissioners Excused: None
Commissioners Unexcused: None
Staff Members Present: David Johnson, Jeff Zasada, and Mike Sievers
CALL TO ORDER: Vice-Chairperson Beard called the meeting to order at 3:25 p.m.
CERTIFICATION OF COMPLIANCE WITH THE IOWA OPEN MEETING LAW: Staff
presented an Affidavit of Compliance verifying the meeting was being held in compliance with
the lowa Open Meetings Law.
OATHS OF OFFICE: Chairperson Beard administered the Oaths of Office for Board Member
Duehr.
ELECTION OF OFFICERS: Staff Member Johnson stated per City Code, the board must
annually choose a Chairperson and Vice Chairperson to serve one-year terms. He reviewed
the powers and duties of the Chairperson and Vice-Chairperson.
Motion by Duehr, seconded by Swift to nominate Board Member Beard as Chairperson of the
Building Code Board of Appeals. Motion carried by the following vote: Aye — Swift, Duehr,
Wilberding and Beard; Nay — None.
Motion by Duehr, seconded by Beard to nominate Board Member Swift as Vice-Chairperson of
the Building Code Board of Appeals. Motion carried by the following vote: Aye —Duehr,
Wilberding, Beard and Swift; Nay — None.
APPEALS: The Commission reviewed the written request of the appellants' attorney to
postpone the appeals for 409 Burch Street and 1390 Bluff Street to a future meeting. The
Board noted the appeals will be considered at the June 18, 2019 regular meeting.

2018 International Buildinq Code Review: Staff Member Johnson reviewed the scope and
update process for the International Building Code. He noted clarifying code language to the
Building Code in the City of Dubuque Code of Ordinances. Staff Member Johnson stated the
role of the Board is to review the proposed amendments to the City of Dubuque Plumbing
Code and make a recommendation to City Council to adopt the amendments as presented.
Motion by Wilberding, seconded by Duehr to recommend adoption the 2018 International
Building Code and amendments to Title 14, Chapter 1, Article F, as presented. Motion carried
by the following vote: Aye — Swift, Duehr, Wilberding, and Beard; Nay — None.
2018 International Residential Code: Staff Member Johnson reviewed the scope and update
process for the International Fuel Gas Code. He referenced clarifying code language to the
Residential Code. Staff Member Johnson noted the role of the Board is to review the proposed
amendments to the City of Dubuque Residential Code and make a recommendation to City
Council to adopt the amendments as presented.
Board Member Swift questioned whether there were any significant changes of note. Staff
Member Sievers confirmed there were no significant changes from the 2015 International
Residential Code and local amendments.
Motion by Duehr, seconded by Swift to recommend adoption the 2018 International Residential
Code and amendments to Title 14, Chapter 1, Article G, as presented. Motion carried by the
following vote: Aye — Swift, Duehr, Wilberding, and Beard; Nay — None.
2018 International Property Maintenance Code: Staff Member Johnson noted this item will be
on the June 18, 2019 regular meeting agenda for consideration.
2018 International Existinq Buildinq Code Review: Staff Member Johnson noted this item will
be on the June 18, 2019 regular meeting agenda for consideration.

Motion by Duehr, seconded by Wilberding to adjourn the May 21, 2019 meeting. Motion
carried by the following vote: Aye — Swift, Duehr, Wilberding, and Beard; Nay — None. The
meeting was adjourned at 3:55 p.m.
