Thursday, May 16, 2019 City Council Chamber, Historic Federal Building Commissioners Present: Dan Hillary, Tom Giese, Dieter Muhlack, and Corey Valaskey Commissioners Excused: None Commissioners Unexcused: None Staff Members Present: David Johnson and Jason Mouring CHAIRPERSON PRO-TEM: Staff Member Johnson noted the Board does not currently have a Chairperson or Vice Chairperson; therefore, a Chairperson Pro-Tem must be appointed by the Board. Motion by Muhlack, seconded by Hillary to nominate Board Member Valaskey as Chairperson Pro-Tem. Motion carried by the following vote: Aye — Hillary, Giese, Muhlack, and Valaskey; Nay — None. CALL TO ORDER: Chairperson Pro-Tem Valaskey called the meeting to order at 4:00 p.m. CERTIFICATION OF COMPLIANCE WITH THE IOWA OPEN MEETING LAW: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the lowa Open Meetings Law. OATHS OF OFFICE: Board Member Giese administered the Oaths of Office for Board Members Hillary and Valaskey. ELECTION OF OFFICERS: Staff Member Johnson stated per City Code, the board must annually choose a Chairperson and Vice Chairperson to serve one-year terms. He reviewed the powers and duties of the Chairperson and Vice-Chairperson. APPEALS: None ITEMS FROM PUBLIC: None ITEMS FROM BOARD: None ITEMS FROM STAFF: 2018 International Plumbinq Code Review: Staff Member Johnson reviewed the scope and update process for the International Plumbing Code. He noted the City of Dubuque City of Dubuque traditionally adopts the new International I-Codes every three years. He stated using Notice of Public Meeting Historic Preservation Commission Page 2 current codes improves our departmenYs ability to perform plan review, conduct inspections, and ensure all permitted construction meets current code requirements and industry best practices. Staff Member Johnson reviewed the safety and insurance benefits to residents. He noted there is also clarifying code updates to the Plumbing Code. Staff Member Johnson stated the role of the Board is to review the proposed amendments to the City of Dubuque Plumbing Code and make a recommendation to City Council to adopt the amendments as presented. Staff Member Mouring reviewed the changes from the 2015 International Plumbing Code. He noted local utilities bonding and grounding requirements for corrugated stainless-steel tubing. He stated there are no other significant changes. Motion by Muhlack, seconded by Valaskey to recommend adoption the 2018 International Plumbing Code and amendments to Title 14, Chapter 1 , Article H, as presented. Motion carried by the following vote: Aye — Hillary, Giese, Muhlack, and Valaskey; Nay — None. 2018 International Mechanical Code Review: Staff Member Johnson reviewed the scope and update process for the International Mechanical Code. He noted the benefits of updated codes for residents, city staff and the industry professionals. He also noted clarifying code language to the Mechanical Code. Staff Member Johnson stated the role of the Board is to review the proposed amendments to the City of Dubuque Plumbing Code and make a recommendation to City Council to adopt the amendments as presented. Staff Member Mouring reviewed the changes from the 2015 International Mechanical Code. He noted a dedicated back-flow device is required when there's no air gap to humidifiers. He stated there are no other significant changes. Motion by Giese, seconded by Hillary to recommend adoption the 2018 International Mechanical Code and amendments to Title 14, Chapter 1 , Article F, as presented. Motion carried by the following vote: Aye — Hillary, Giese, Muhlack, and Valaskey; Nay — None. 2018 International Fuel Gas Code: Staff Member Johnson reviewed the scope and update process for the International Fuel Gas Code. He explained the benefits of updated codes for residents, city staff and the industry professionals. He also referenced clarifying code language to the Fuel Gas Code. Staff Member Johnson noted the role of the Board is to review the proposed amendments to the City of Dubuque Plumbing Code and make a recommendation to City Council to adopt the amendments as presented. Staff Member Mouring reviewed the changes from the 2015 International Mechanical Code. He again noted the corrugated stainless-steel tubing grounding and bonding requirements. He stated there are no other significant changes. Motion by Giese, seconded by Muhlack to recommend adoption the 2018 International Fuel Gas Code and amendments to Title 14, Chapter 1 , Article G, as presented. Motion carried by the following vote: Aye — Hillary, Giese, Muhlack, and Valaskey; Nay — None.
