Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer �J - DATE: June 11, 2019 RE: American Council of Engineering Companies of lowa and American Council of Engineering Companies' awards for the Upper Bee Branch Creek Restoration Project INTRODUCTION The purpose of this memo is to provide information related to three awards given for the Upper Bee Branch Creek Restoration Project: the 2019 Grand Prize Award in the Special Projects category and the 2019 Grand Conceptor Award from the American Council of Engineering Companies of lowa (ACECI), and a National Recognition Award from the American Council of Engineering Companies (ACEC). BACKGROUND The Upper Bee Branch Creek Restoration is one of several infrastructure improvements the City of Dubuque is making as part of the Bee Branch Watershed Flood Mitigation Project to address severe and frequent flash flooding in the Bee Branch Watershed. The project involved removing the buried Bee Branch storm sewer and replacing it with a 2,300- foot long creek and greenspace. It also included utility relocations and the construction of two vehicular bridges, a multi-use trail, a permeable parking lot, a stepped amphitheater, a play area with slides, and scenic overlooks. DISCUSSION The American Council of Engineering Companies (ACEC) represents thousands of companies, serving as a voice for the engineering industry in Washington, DC and throughout the nation. Dating back more than 100 years, ACEC is a federation of 52 state and regional councils such as the American Council of Engineering Companies of lowa (ACEC-IA). They represent more than 600,000 engineers, architects, land surveyors and other specialists within the engineering profession. ACEC-IA was founded in 1956. It is comprised of leaders from more than 50 of the most prominent consulting engineering firms representing more than 200 engineers in the state of lowa. Founded in 1956, the Chapter has worked hard to build leaders, strengthen business practices, and promote the engineering industry. Each year, ACEC-IA recognizes engineered projects that demonstrate an exceptional degree of innovation, complexity, achievement, and value. Awards are rated on the basis of the following: • Uniqueness &/or Innovative Application of New or Existing Techniques: 20% • Future Value to the Engineering Profession & Perception by the Public: 20% • Social, Economic, and Sustainable Development Considerations: 20% • Gomplexity: 20% • Successful Fulfillment of Client/Owner Needs: 20% Last month, the Upper Bee Branch Creek Restoration Project was awarded the 2019 Grand Prize Award in the Special Projects category along with the 2019 Grand Conceptor Award from ACEC-IA. The Grand Conceptor Award is presented to one project that stands out above all other entries, regardless of project category. The project then went on to achieve a National Recognition Award in the ACEC 2019 Engineering Excellence Awards competition—the"Academy Awards of the engineering industry."The National Recognition Award is a prestigious distinction honoring projects that have achieved top awards for excellence in state competitions. REQUESTED ACTION I respectfully request that Deron Muehring, Civil Engineer and two of the lead design engineers on the Upper Bee Branch Creek Restoration Project, Michael Jansen of IIW (Dubuque, IA)and Eric Vieth of Strand Associates(Madison, WI), be allowed to presentto the City Council the American Council of Engineering Companies of lowa 2019 Grand Prize Award in the Special Projects category and the 2019 Grand Conceptor Award, and the American Council of Engineering Companies National Recognition Award for the Upper Bee Branch Creek Restoration Project.
