ITEM TITLE: Cub Scouts Day Camp BB and Archery Range SUMMARY: Requestfrom BoyScouts ofAmerica Northeast lowa Council to run a BB and archery range on August 3, 2019 from 9:00 a.m. to 3:00 p.m. atA.Y McDonald Park in conjunction with their Cub Scout Day Camp special event permit. SUGGESTED DISPOSITION: Suggested Disposition: Receiveand File;Approve ATTACHMENTS: Description Type Permission letter for BB and Archery Range Staff Memo Dear Dubuque Mayor and City Council Members, I am writing you on behalf of the Boy Scouts of America Northeast Iowa Council for permission to again run a BB and Archery range at our day camp at A. Y. McDonald Park on August 3rd, 2019. The day camp is attended by about fifty of our Cub Scouts which are mostly 6 years old to 9 years old. Most parents stay with their child, if they are going into Kindergarten or 1s�grade their must be a parent with them. For most of the kids, day camp is their first experience holding a BB gun or bow and arrow. The BB gun and Archery are run on the same range at different times in the day. There will be five to seven youth shooting at a time. Before they can pick up either the bow or BB gun, there is a safety briefing for the Scouts by the Range Master. The Range Master is someone who has the training to be a Boy Scouts of America Range Master for both BB guns and Archery. The training required to be a Boy Scouts of America Range Master in BB guns is to be eighteen years of age or older and trained by a National Camping School shooting sports director or NRA rifle instructor. The training to be a Range Master for Archery is eighteen years of age or older and trained by a National Camping School shooting sports director or USA Archery Level 1 archery instructar to set up and operate a safe archery range. BB gun and Archery training must be renewed every two years. The Range Master always oversees the firing line. The range is setup by the Range Master in the morning with help of other volunteers. There is a large stabxe at A. Y. McDonald Park that will be behind the backdrop set up by the Range Master. The backdrop will be a tarp to knock down anything that went past the targets. The targets will be set-up fifteen feet away from the firing line for Archery and BB guns. BB guns will have paper targets hanging far the Scouts to shoot at when told to. We use Archery targets that sit on the ground. There is three side completely roped off. This is usually done with neon colored rope and a stand that puts the rope at an adulYs hip level. The firing line is roped off when range is not in use. There is a second rope for the firing line laying on the ground, so the kids and parents can see where their feet should not pass during shooting or waiting for others to finish. The Range Master and parents will help each Scout with keeping both the BB gun and Bow pointed down range or at the ground. Once the Range Master sees all is ready,they will give the commands to load, shoot, and stop shooting. The Range Master will collect the bows or rifles before the kids and parents can get their targets for BB ar the arrows for Archery. Once that group of five to seven is done shooting, guns or bows have been collected, and all kids and parents have come out from collecting arrows ar targets another group will begin their experience with a safety briefing for Archery or BB gun and go through the shooting and collecting of items from down range. The BB guns, BBs, bows, and arrows are kept in the Range Master's vehicle when not in use. Other equipment used to keep the youth and parents safe are safety glasses for everyone on the firing line during BB guns,finger tabs and arm guards are used during Archery to decrease the amount of rubbing the string has on the arms and fingers of a first-time shooter.
