Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendations for funding from the Public, Educational, and
Government (PEG) Capital Grant for Access Equipment and Facilities for the City of
Dubuque in the amount of$1 ,925 for a closed captioning decoder and $8,750 to
purchase a second FS1 frame synchronizer and spare camera for City Council
Chambers.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward recommendations from the Cable TV
Commission for two requests for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting on June 5, the Cable TV Commission recommended the following requests for
funding from the City of Dubuque:
Up to $1925 for a closed captioning decoder to enable staff to see captions prior to their
broadcasting on the cable system.
Up to $8750 to purchase a second FS1 frame synchronizer and a spare camera for the City
Council Chambers. An FS1 frame sync is required to broadcast closed captions on the cable
system and if the one we have fails, it could take a couple of weeks to replace it. Having a
spare Council Chambers camera will minimize the down time if one of the current cameras fails.
The two failures we've experienced to date have both taken more than 30 days to rectify.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded of
$745,396.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why::The purpose of this request is to begin to provide
redundancy for some of the critical equipment used in the Cable TV Division operation. We currently have an AJA F51
frame sync which is critical to providing closed captioning for CityChannel Dubuque on the local cable system. We have
no backup for it. An additional F51 would be used for CityChannel Graphics but it could be quickly re-configured for
CityChannel Dubuque if necessary. Since CityChannel Graphics does not do closed captioning, the existing
up/down/cross OpenGear card we have will serve as a backup if the new F51 is used for our main channel. The second
component of this request is a spare camera for the City Council Chambers. Since the Council Chambers HD upgrade in
late 2016, we've had two instances of cameras going down (one needed to be sent back for repairs). An spare camera
would minimize the down time when a camera fails.
Describe how the community will benefit from your request::The community benefits from a continuity of operations
and is less impacted during times of equipment failure.

Provide a general description of what you are requesting and why:: We are requesting a Link LEI-599D SDI caption
decoder for the TV control room at City Hall Annex. In ramping up for captioning CityChannel Dubuque programming,
we learned that HDMI does not pass captions and we would like a way to be able to preview captions prior to their going
on air. We would also like to be able to view our captioned programs via the HD feed we originate in the control room.
This device essentially open captions video so it displays on monitors via an HDMI input. Because of this, we can use this
device to easily show captions for budget videos and promos.
Describe how the community will benefit from your request::The community will benefit from having CityChannel
Dubuque programming captioned, and this device will enable us to caption that programming much better.
