RE: LORAS COLLEGE ACCESS NETWORK IMPLEMENTATION GRANT
Human Rights Director Kelly Larson recommends City Council approval to submit a
letter of support of the Community Foundation of Greater Dubuque's application for a
Year II Local College Access Network Implementation Grant from the lowa Student Aid
Commission. The grant supports the work of the Dubuque College Access Network
(DCAN) and aligns with the State of lowa Future Ready lowa initiative and the City
Council goal of Partnership for a Better Dubuque. The only budget impact involved in
providing this support is the staff time of Human Rights Director Kelly Larson as part of
the Local College Access Network Leadership Team.
I concur with the recommendation and respectfully request Mayor and City
Council approval.

RE: Year II Local College Access Network Grant — Letter of Support
This purpose of this memo is to seek your approval to submit the attached letter in
support of the Community Foundation of Greater Dubuque's application for a Year II
Local College Access Network (LCAN) Grant from the lowa Student Aid Commission.
The grant supports the work of the Dubuque College Access Network (DCAN).
DCAN is a local collective impact initiative consisting of representatives from education,
workforce, government and the non-profit sectors supported by lowa College Aid
through grant funds, training, and technical assistance. The Community Foundation of
Greater Dubuque serves as the backbone organization. I have been serving on the
leadership team for the DCAN since the summer of 2017. Our team has finalized a
common agenda and had a signing ceremony on April 5, 2019. The team is finalizing
associated metrics focused on creating a culture that encourages post-secondary
education and training aspirations so that residents in our community obtain fulfilling,
financially secure careers and businesses in our community have a workforce for the
future. Our next step will be to develop action teams.
The DCAN effort aligns with the goal of Future Ready lowa, a State of lowa initiative
that is focused on ensuring 70% of lowa's workforce have education or training beyond
high school by the year 2025. It also aligns with the City Council's goal of Partnership
for a Better Dubuque by contributing towards these two Council identified outcomes:
having opportunities for residents for upward mobility and empowerment across all
demographics and having non-profit institutions, private businesses and educational
institutions contributing towards implementation of the Imagine Dubuque
Comprehensive Plan. The Human Rights Department is involved because sector study
data reveals significantly lower post-secondary education and training attainment rates
among low-income, minority, and first-generation youth, and the work aligns with the
work of the My Brother's Keeper Network we facilitate.
The only budget impact involved in lending this support is my staff time as part of the
DCAN leadership team and the associated work with the My Brother's Keeper Network.
The action requested is that you approve submitting the attached letter of support for
the Year II LCAN Grant being pursued by the Community Foundation of Greater
Dubuque on behalf of our local network.
