INTRODUCTION
The purpose of this memorandum is to request authorization to seek proposals from
qualified sewer pipe inspection firms to work with city staff and our engineering consultant
Strand Associates, Inc. of Madison Wisconsin to complete an internal pipe inspection and
needs assessment for the City's existing 42" sanitary sewer force main.
BACKGROUND
In general, a force main system is comprised of lift stations and pressurized sanitary
sewer pipes known as force mains. Each component of the sanitary sewer utility lift station
and force main system requires periodic evaluation and improvements so that they
remain in reliable condition and are able to fulfill their vital role in conveying the City's
wastewater to the treatment plant. Approximately 80% of wastewater that flows to the
W&RRC for treatment arrives via the City's Cedar Street and Terminal Street lift stations
through a 30" and then 42" force main pipe network. The remaining 20% of wastewater
flow arrives via the �Catfish Creek Lift Station through an 18" force main. The existing 42"
force main which runs between the Terminal Street Lift Station and the Water& Resource
Recovery Center(W&RRC)was constructed in 1977 and is made of prestressed concrete
cylinder pipe (PCCP). The Cedar/Terminal force main system is beginning to showing
signs of wear and there is a need to evaluate and plan for system improvements.
DISCUSSION
As a way to assess the needs of the City's 42" PCCP force main, we are proposing an
extensive assessment of the pipe system by conducting an intern pipe inspection. Force
main evaluation is a specialized field of work that must be conducted by qualified
professional technical staff and engineers. Therefore, it is necessary to seek out qualified
firms who specialize in force main inspection through the City's Request for Proposal

process. The folfowing description represents the services that would be undertaken by
the selected firm in order to complete a full assessment of the force main pipe condition:
• Task 1 - Project Planning
• Task 2 - Electromagnetic (EM) Condition Assessment of the Terminal
Street Force Main
• Task 3 - Acoustic Pipeline Leak and Gas Pocket (LGP) Assessment of the
Terminal Street Force Main
• Task 4 — Project Reporting for Terminal Street Force Main Assessment
Based on the available project budget, only the more critical 42" PCCP force main will
likely be able to be inspected, however the RFP is written to have the respondents
provide pricing for conducting an internal inspection of the 30" ductile iron pipe force
main that runs between the Cedar Street and Terminal Street lift stations. If the cost of
the 30" inspection work fits within the available budget, then this pipe segment will also
be inspected. Otherwise this pricing will be used to plan future phases of work.
The schedule for the RFP distribution and inspecting firm selection is as follows:
RFP Release to Public: June 18, 2019
Response Due Date: July 9, 2019
Consultant Interviews: July 25-26, 2019
Recommendation of Award: July 29, 2019
The recommended RFP committee for reviewing the submitted proposals is as follows:

RECOMMENDATION
It is recommended that the City form an RFP review committee, distribute an RFP, and
solicit proposals from qualified firms to complete an internal pipe inspection and needs
assessment of the City's existing 42" sanitary sewer force main as part of the Cedar and
Terminal Street Force Mains and Lift Station Assessment and Improvements Project.
BUDGETIMPACT
The cost for consulting services associated with the 42" Sanitary Sewer Force Main
Internal Inspection Project is estimated to be between $325,000 and $375,000. The cost
of this work will be funded from the Cedar and Terminal Street Force Mains and Lift
Station Assessment and Improvements Project. This project has a current available
balance of $660,800.

ACTION TO BE TAKEN
I respectfully request authorization to form an RFP review committee and release the
RFP for the 42" Sanitary Sewer Force Main Internal Inspection Project. Additionally, it
is requested that the City Manager be authorized to negotiate the final terms of an
agreement and execute a contract with the vendor recommend by the RFP committee.
