Leisure Services Manager Marie Ware is recommending acceptance of the Eagle Point
Park Watermain Extension and Water Service Replacement Project, as completed by
Mainline Excavation Co., Inc., in the final contract amount of$81 ,615.78. The original
contract amount was $78,903.00 and the increase in cost of$2,712.78 is due to a
change order for hydraulic seeding changed to double net straw blanket which was
better suited for timing on completion of the project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend that the City Council accept the
Eagle Point Park Watermain Extension and Water Service Replacement Project and
approve the attached resolution.
BACKGROUND
The Eagle Point Park Watermain Extension and Water Service Replacement Project
included the installation of 6' PVC watermain and appurtenances, 4" PVC Water Service
extension to existing restroom, installation of water meter, backflow preventer, valving
for water service manifold, removal of existing booster and water service on exterior of
restroom, and reconnecting of interior plumbing in restroom to new service, installation
of Muni-Pex water services in plan locations, installation of drinking fountains and
hydrants in plan locations and water service connection to existing wading pool.
DISCUSSION
The Eagle Point Park Watermain Extension and Water Service Replacement Project
has been completed by Mainline Excavation Co., Inc. of Dubuque, lowa in the final
contract amount of $81 ,615.78. The original contract amount was $78,903.00. The
increase in cost of$2712.78 is due to a change order for hydraulic seeding changed to
double net straw blanket which was better suited for timing on completion of the project.
The project remains in budget.
MSA Professional Services is recommending acceptance of the project.

RECOMMENDATION
I recommend that the City Council accept the Eagle Point Park Watermain Extension
and Water Service Replacement Project and authorize the payment of the contract
amount of$81 ,615.78 to Mainline Excavation Co., Inc. based on the facts above.

ACCEPTING THE EAGLE POINT PARK WATERMAIN EXTENSION AND WATER
SERVICE REPLACEMENT AND AUTHORIZING THE PAYMENT OF THE CONTRACT
AMOUNT TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the Eagle Point Park Watermain
Extension and Water Service Replacement Project (the Project) has been completed by
the contractor and MSA Professional Services has examined the work and filed a
certificate stating that the Project has been completed according to the terms of the Public
Improvement Contract and that MSA Professional Services recommends that the Project
be accepted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of MSA Professional Services is approved, and the
Project is hereby accepted.
Section 2. The Director of Finance and Budget is hereby directed to pay to the
Contractor from the Eagle Point Park Watermain Extension and Water Service
Replacement Project capital improvement appropriation for the contract amount of
$81,615.78 Tess any retained percentage provided for therein as provided in Iowa Code
chapter 573, and to pay such retainage only in accordance with the provisions of Iowa
Code chapter 573.
