MEMBERS PRESENT: Jennifer Tigges (Chair), Ron Tigges (Vice-Chair), Pauline Maloney, Rick Baumhover, Kathy McMullen. MEMBERS ABSENT: Sr. Carol Hoverman, Alan Vincent. OTHERS PRESENT: Craig Nowack, City of Dubuque JTigges called the meeting to order at 4:17 p.m. Acceptance of the Agenda Upon a motion by Maloney, seconded by McMullen, the agenda was accepted by a vote of 4 - 0. Approval of the Minutes of May 1, 2019 Upon a motion by RTigges, seconded by Maloney, minutes of the May 1, 2019, meeting were approved 5 — 0. Public Input There was no public input. Funding Requests Nowack presented two requests for the City of Dubuque. The first, for $1925, was for a captioning decoder which will allow the Cable TV Division to preview captions before they went on the air and also to more quickly make videos with captions visible. He explained that the HDMI standard does not pass closed captions and that the only way staff can see captions is by watching the return feed from the cable company. The decoder being requested essentially turns closed captions into open captions, making them part of the active video which is passed through an HDMI connection. Baumhover moved to approve up to $1925 for this request. The motion was seconded by Maloney and approved 5— 0. The second request, for$8750, is part of an ongoing effort to provide some redundancy in critical Cable TV operations required to keep programming on the cable channel and streaming online. An FS1 frame sync is required to broadcast closed captions on the cable system. If the City's lone FS1 goes down, captions will not air until it is fixed or replaced. So this request would purchase a second FS1. Also included in this request is a spare camera for the City Council Chambers. Cameras have gone down twice since the HD upgrade in 2016 and in both cases it took more than 30 days to rectify the problem. RTigges moved to approve up to $8750 for this request. The motion was seconded by McMullen and approved 5— 0. Mediacom Cable Report No one from Mediacom was present to give a report. Cable N Report Nowack reported that much of the past month has been spent working on the rollout of closed captioning for CityChannel Dubuque programming. A handful of programs have been captioned as a test and are now airing and available online. Nowack also reminded the Commissioners that a July meeting, if necessary, will be on July 10 because of the Independence Day holiday.
