Connors, Economic Development Director SUBJECT: FY2020 Operating Support and Special Project Grant Recipients DATE: June 24, 2019 INTRODUCTION This memorandum requests City Council concurrence with the recommended recipients and grant amounts of the FY2020 Arts Operating Support and Special Project grants. BACKGROUND The Arts Special Project Grant program has been in place since FY2005, when $30,000 was disbursed to five arts organizations for their work. This amount was increased to $35,000 annually for FY2006. FY2006 also saw the introduction of the Operating Support Grant, which funded thirteen organizations at a total of$200,000. This program increased funding to $210,000 in FY2013 and has seen an increase in the number of applicants. DISCUSSION Again for FY2020, Operating Grants in an amount of$210,000 and Special Project Grants in an amount of$35,000 are available to support the arts in our community. Due to a staffing shortage during this year's funding cycle, Assistant City Manager spearheaded the grant process and has provided recommendations for each grant program in the attached memos. The recommendations were approved by the Arts & Cultural Affairs Advisory Commission. Applications were accepted between January 14, 2019 and March 29, 2019. Eighteen (18) organizations applied for Operating Support, and Six (6) organizations applied for the Special Projects Grant. An independent jury scored the applications, which then were ranked and funded at the levels described in Burbach's memos. BACKGROUND $210,000 was approved by the City Council for FY20 for Operating Grants. The City received eighteen applications with operating budgets totalling $12,000,001.' ('Note that because of some confusion in application instructions regarding the field Operating Request amount, applicants answered using either the last�scal year, actual or currentfiscal year, budgeted to answer. For consistency, I used all organization's current fiscal year, budgeted in my recommendations. This guidance can be clarified as part of the update to next year's grant application.) A jury panel comprised of the following individuals reviewed the applications: • Jennie Knoebel, Arts Learning Manager & Accessibility Coordinator for the lowa Arts Council • Nicole Shalla, Community Investment Specialist for Bravo Greater Des Moines • Ellie Moore, Administrative & Communications Coordinator for the lowa Council of Foundations Applications were scored on a 15 point scale, with one bonus point available for organizations who attended the grants workshop. DISCUSSION Attached is a worksheet with potential funding scenarios identified. After they were ranked based on the aggregated jurors' scores, organizations were given a "blind" identified because some commissioners are associated with individual applications. Once a funding scenario is approved, I will share the names of the organizations with the Commission. Three tiers of applicants were identified based on natural breaks in the scoring. If the Commission intends to give all applicants at least some funding, I respecffully recommend Option 3. This option awards 3.75°k or $30,000 (whichever is less) to Tier 1 applicants, 2.75°k or $30,000 (whichever is less) to Tier 2, and 1 .25°k to Tier 3. I will bring the funding scenario worksheet to the Commission meeting should you wish to consider additional funding options. All applicants will also receive a summary of jurors' comments as part of their award letter. Full funding recommended.) Dubuque CountyHistorical Society Home for the Holidays to present humanities through interpretation of Victorian life at the Ham House Historical Site ($7,000. Full funding recommended.) Steeple Square for stained glass restoration workshop, educational tour of Dubuque's religious architectural sites, and presentation at Dubuque Museum of Art as part of ArchiTREK series ($4,123 of requested $7,131 is recommended for funding to comply with the 1:1 match requirements.) Julien Dubuque International Film Festival for a Winter Film Awareness series to be held monthly Jan-March, 2020 (7,202. Full funding recommended.) Dubuque Symphony Orchestra to welcome the Heartland Marimba Quartet for their final Classics concert of the 2019-20 concert season ($4,000. Full funding recommended.) Of note, jurors noted several times in their comments that in order to support applicants in furthering the Commission's priorities of diversity, equity and inclusion, further training and support is needed regarding how to intentionally incorporate these concepts into project design, and how to measure impact. Additionally, jurors noted that some projects did not seem to meet the requirement of a partnership "with one or more organizations that is new or substantially different than previous collaborations". REQUESTED ACTION I respectfully request approval of the funding recommendation for the FY20 Special Projects grants in the amount of$32,133. WHEREAS, the City Council deems it in the best interests of the City to provide operating support funding to arts and culture organizations in the city of Dubuque; and WHEREAS, Organization is an established 501(c)(3) arts and culture organization located in the city of Dubuque that primarily serves Dubuque residents with year-round arts and culture programs and services and has demonstrated a record of programmatic and administrative stability. NOW THEREFORE, the parties agree as follows: Section 1. Term. The term of this Agreement shall be from August 2019 through June 30, 2020 (Term). Section 2. Funding. City will pay Organization $12,934 for fiscal year 2020 after the execution of this Agreement by both parties and upon receipt by City of a requisition for such sum from Organization. Section 3. Audit and Evaluation. 3.1 Because the funds provided to Organization by City are public funds, Organization will maintain books of account in accordance with generally accepted accounting standards together with necessary documentation to support all expenditures. 3.2 Organization will retain all financial records, reporting documents, and all other records pertinent to the City of Dubuque Arts and Culture Operating Support Program for three (3) calendar years after the end of the term of this Agreement. Organization must submit annual financial statements to City. 3.3 Organization agrees that its funding request application and applicant assurances are incorporated by reference into this Agreement. Section 4. Equity and Inclusion. 4.1 Organization will support the City's efforts to be a viable, livable, and equitable community and to advance equity and inclusion. The City will provide opportunities to demonstrate this support by inviting the Executive Director of the Organization and any employees working on services covered by this Agreement to participate in the following MAQ06192019 professional development opportunities and supporting activities: A. A scholarship for a member of the Organization to participate in Inclusive Dubuque's Best Practices in Diversity Equity and Inclusion Workshop Series. Economic Development Department and Office of Arts and Cultural Affairs will pay the participation fees for the scholarship recipient. B. Participation in Inclusive Dubuque's peer learning opportunities and strategic efforts. C. Participation in the City's intercultural and equity workshops, including workshops focused on developing an intercultural team with a strategic plan for advancing equity and inclusion within the Organization and its work. D. Assistance with semi-annual status reports that demonstrate ways in which the Organization's efforts advance equity and inclusion. E. Access to the City's equity toolkit. 4.2 Organization will designate a representative to participate in Arts and Cultural Master Plan implementation activities and grant improvement workshops as needed when adequate advanced notice is provided. Upon execution of this Agreement, Organization will provide contact details for this representative. Section 5. Anti -Discrimination. 5.1 Organization will not discriminate against any employee or applicant for employment because of race, creed, color, sex, age, national origin, religion, sexual orientation, or disability. Organization will take affirmative action to ensure that applicants for employment and employees are treated without regard to their race, creed, color, sex, age, national origin, religion, sexual orientation, or disability. Such treatment includes but is not limited to, the following: employment, promotion, demotion or transfer; rates of pay or other forms of compensation; and selection for training or apprenticeship. 5.2 Organization will undertake affirmative measures necessary to ensure that no person, because of race, color, religion, national origin, sex, age, sexual orientation, degree of handicap or disability, is denied participation in, denied the benefits of, or is discriminated against in any program or activity funded in whole or in part with any funds given to Organization under the terms of this Agreement. Section 6. Conflict of Interest. No member, officer or employee of City, or its designees or agents, no member of the Dubuque City Council and no other public official of the City who exercises any function or responsibilities with respect to the program during such person's tenure, may have any direct or indirect interest in this Agreement, the proceeds from this Agreement, or work performed in connection with the program assisted under this Agreement. 2 Section 7. Assignability. Organization may not assign or transfer any interest in this Agreement without prior written approval of City. Section 8. Acknowledgement. Organization will acknowledge City's financial support in appropriate signage, program materials, publicity, advertising activities, websites, and other online media pertaining to this Agreement and work performed with funds from this Agreement. When using social media (Facebook, Instagram, Twitter, Snapchat, or other social media), in connection with this Agreement or work performed with funds from this Agreement, Organization will tag/link the City of Dubuque Office of Arts and Cultural Affairs page, ©ArtsandCultureDBQ (Facebook), ©artsculturedbq (Instagram) and will include the hashtags #ArtsandCultureDBQ, #cityartsDBQ, or whatever current hashtags used by City's Arts and Cultural Affairs Office. A scholarship for a member of the Organization to participate in Inclusive Dubuque's Best Practices in Diversity Equity and Inclusion Workshop Series. Participation in Inclusive Dubuque's peer learning opportunities and strategic efforts. C. Participation in the City's intercultural and equity workshops, including workshops focused on developing an intercultural team with a strategic plan for advancing equity and inclusion within the Organization and its work. D. Assistance with semi-annual status reports that demonstrate ways in which the Organization's efforts advance equity and inclusion. E. Access to the City's equity toolkit. 4.2 Organization will designate a representative to participate in Arts and Cultural Master Plan implementation activities and grant improvement workshops as needed when adequate advanced notice is provided.
