Dear Associate Director Chapman:
As mayor of Dubuque and on behalf of my City Council colleagues, I am pleased to submit this letter in
support of the Dubuque Regional Airport's application for the Small Community Air Service
Development Pilot Program. Improving Dubuque's air service will benefit the entire tri-state region and
supports our City Council goal to improve Dubuque's connectivity as well as the transportation
objectives and recommendations in our new"Imagine Dubuque" Comprehensive Plan.
This grant application to improve air capacity and service to the tri-state region is critical to the
continued growth and expansion of our community. With six of the top 10 business destinations
located in the western region of the U.S., westbound connectivity is a top priority for the Dubuque
community. Securing this grant will be extremely helpful in our efforts to recruit an additional hub
service through Denver with United Airlines and provide a critical direct connection to the western
region.
Dubuque appreciates the current air service American Airlines provides to Chicago O'Hare, but
westbound connections are limited and can be time consuming for our airport customers because many
flights to the west require an additional stop. Additionally, high airfares and limited capacity to one hub
cause 77% of travelers to make the costly drive to an alternate airport.
We are grateful for your consideration of our application. These grant funds will help our airport
continue to be a strong and vital link for our residents and business community.

As Dubuque's city manager, I am pleased to submit this letter in support of the Dubuque
Regional Airport's application for the Small Community Air Service Development Pilot Program.
Improving Dubuque's connectivity is critical to our community and the City of Dubuque supports
the AirporYs plan to improve air service. With six of the top 10 business destinations located in
the western region of the U.S., westbound connectivity is a top priority for our community and
