Commissioners Excused: Michael Peroski and John Pregler. Commissioners Unexcused: Alan Vincent. Staff Members Present: Laura Carstens and Chris Happ Olson. CALL TO ORDER: The meeting was called to order by Chairperson Wright at 5:30 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the lowa Open Meetings Law. MINUTES: Motion by Wright, seconded by Collins, to approve the minutes of the May 15, 2019 meeting. Motion carried by the following vote: Aye — Collins, Stoffel, Winterwood, and Wright; Nay— None. ACTION ITEM/ IMPLEMENTATION OF THE IMAGINE DUBUQUE COMPREHENSIVE PLAN Citv Council Work Session Update: Commissioner Winterwood and Staff Member Carstens reported on the City Council's positive reaction to the lmagine Dubuque: LeYs Do This! presentation at the City Council Work Session on May 28, 2019. Chairperson Pregler's suggestion that City Council Members considerthe comprehensive plan prior to and during their upcoming goal setting was well received. Enaaaement in Kick-Start Events: Staff Member Olson provided a PowerPoint presentation as an overview of the lmagine Dubuque: LeYs Do This! Kick-Start weekend highlighting 10 events. The overview included the plan's executive summary, format, community engagement process, and Chapter 10's Call to Action. She discussed the plan implementation process involving people, planning and partnerships. Minutes — Long Range Planning Advisory Commission Page 2 June 19, 2019 Staff Member Olson noted that the Mayor's Luncheon attendees heard from community organizations that are already implementing the Imagine Dubuque plan, including: • Robert Kimble, Executive Director of the Dubuque Dream Center, helping to reach our community's most vulnerable young people through effective programming in partnership with Dubuque Community Schools and Northeast lowa Community College. • Leslie Shalabi, Co-Founder of Convivium Urban Farmstead, creating community around food and partnering with organizations like Crescent Community Health Center on the Pacific Islander Health Project. • Joe Hearn, President of Dupaco Community Credit Union, whose organization was seeking a vibrant and sustainable home, and chose to invest in downtown Dubuque and the Historic Millwork District. Staff Member Olson summarized the three presentations, noting their programs and accomplishments, and how their efforts linked to the plan's recommendations. Staff Member Olson reviewed the Kick-Start events starting with Thursday's Mayor's Luncheon and the Millwork Night Market; Friday's four different around-the-town coffee chats, Food Truck Friday, and Dubuque and All the Jazz; and Saturday's Dubuque Farmers Market and Juneteenth Celebration. Over 300 citizens and 100 children were engaged. She reported that following this Commission meeting, she would be presenting to the Dubuque Jaycees upon their request as a part of on-going outreach efforts of Implementation. Kick-Start Video Update: Staff Member Olson noted the numerous initiatives already under way, and the new video that aired at the Mayor's luncheon, which included three featured citizens: • Ken Lin, Owner of Oolong Asian Cuisine and entrepreneur, • Caprice Jones, Executive Director of the Fountain of Youth, and • Roger Joel, Pastor and participant in the Pacific Islander Health Project. WhaYs Next: What comes after the Kick-Start? Staff Member Olson explained the nature of the events, describing that we are no longer seeking ideas, but learning about whaYs happening in the community to advance the plan. The effort seeks people that are leading efforts, in order that we can connect them to create greater synergy, facilitating collaboration to implement plan recommendations. She reviewed the resources available on the ImagineDubuque.com website, including the Action and Social Media tool kits. Discussion followed about helping people understand what we are looking for from them, with looking for action, but not informing the plan with new ideas. Commissioner Winterwood pointed out the similarities of the implementation to the Envision 2010 process, where citizens and groups led initiatives, and Staff Member Carstens noted that the tool kits for Imagine Dubuque: LeYs Do Thisl were fashioned after the Envision 2010 materials. Minutes — Long Range Planning Advisory Commission Page 3 June 19, 2019 Staff Member Olson discussed the more nuanced conversations that staff and the consultant have been engaging in with active community members, with an example of meeting with NAACP Dubuque Chapter Vice President Miquel Jackson, and his plans to offer the first Race in the Heartland Conference in October 2019. Commissioner Collins mentioned how important it was to ensure that continuing education credits for professionals are offered at such a conference. Staff Member Olson offered to connect Commissioner Collins with Jackson and pointed out this opportunity as the type of synergy that is desired as a result of the Comprehensive Plan implementation. She noted that connecting people who can lead and take action to work together will help create greater synergy and accomplish more toward recommendations in the plan. Commissioner Wright asked that Ray Kruse with the Dubuque County ISU Extension Office be included in the database, as he leads the Master Gardeners program locally. Commissioner Winterwood also asked for the Boy and Girl Scout programs also be included. Staff Member Olson confirmed to add these contacts to group. Commission received the information by consensus.
