Proclam Police Officer's Day We
WHEREAS, the Congress and President of the United States have designated May 15th
as Peace Officers' Memorial Day, and that week as Peace Officers' Week;
and
WHEREAS, the members of the law enforcement agencies of the city and county of
Dubuque, Iowa play an essential role in safeguarding the rights and
freedoms of those citizens; and
WHEREAS, it is important that all citizens know and understand the problems, duties
and responsibilities of their law enforcement agencies and that the
members of the law enforcement agencies recognize their duty to serve the
people by safeguarding life and property, by protecting them against
violence or disorder, and by protecting the innocent against deception and
the weak against oppression or intimidation; and
WHEREAS, the law enforcement agencies of the city and county of Dubuque, Iowa have
grown to be modern and scientific law enforcement agencies which
unceasingly provide a vital public service.
WHEREAS, a prayer service commemorating our Peace Officers and those who have
died in the line of duty will take place at Mount Loretto, 2360 Carter, on
Tuesday, May 13th at 7:00 p.m. and all are invited.
NOW THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF DUBUQUE,
IOWA, DO HEREBY CALL UPON ALL CITIZENS TO OBSERVE THE WEEK OF MAY 11TH
THROUGH MAY 17TH, 2003 AS:
"PEACE OFFICERS WEEK"
WITH APPROPRIATE CEREMONIES IN WHICH ALL OF OUR PEOPLE MAY JOIN IN
COMMEMORATING PEACE OFFICERS, PAST AND PRESENT, WHO BY THEIR FAITHFUL
AND LOYAL DEVOTION TO THEIR RESPONSIBILITIES HAVE RENDERED A DEDICATED
SERVICE TO THEIR COMMUNITIES AND, IN SO DOING, HAVE ESTABLISHED FOR
THEMSELVES AN ENVIABLE AND ENDURING REPUTATION FOR PRESERVING THE
RIGHTS AND SECURITY OF ALL CITIZENS.
AND FURTHER CALL UPON THE CITIZENS TO OBSERVE TUESDAY MAY 13, 2003 AS:
"PEACE OFFICERS MEMORIAL DAY"
IN HONOR OF THOSE PEACE OFFICERS WHO, THROUGH THEIR COURAGEOUSDEEDS,
HAVE LOST THEIR LIVES OR HAVE BECOME DISABLED IN THE PERFORMANCE OF
THEIR DUTIES.
IN WITNESS THEREOF, I have hereunto
set my hand and caused the Great Seal of
