With local unemployment below 2%, employers are struggling to find skilled labor to fill openings. 2 . Despite this tight labor market, poverty rates have remained high and increased in recent years. 3. The benefits are not shared equally, with the unemployment rate for people of color hovering around 18%. ' • • • The workforce development and social services ecosystem is incredibly robust, yet complex. — Despite an uncommon level of collaboration between local organizations, the system as a whole appears quite complex from a user perspective.
