Improvements Project
INTRODUCTION
This rnerno provides i�fcrmatio� regarding the N�attirg and acceptance af addi�ional
right of way at the intersection of Pennsylvania Avenue and Radford Road as part of a
future Pennsylvania Avenue and Radford Road Intersection Improvements Project.
BACKGROUND
In 2014, Strand Associates, Inc. was hired by the City to complete a preliminary study
and design for the roundabout concept for the intersection of Pennsylvania Avenue and
Radford Road improvements. In 2015, GHD (Ourston Roundabouts) was hired by the
City to refine the preliminary design to current City standards. City staff has completed
a preliminary study on right of way property needed to accommodate the proposed
roundabout design. Areas proposed for right of way acquisition are shown in light
purple on the attached map.
Recently, developers and property owners have inquired with City Staff regarding the
commercial developrnent of the properties at fh� northeast and northwest corners of the
intersection. With the impending development of this parcels of property this would be
the perfect time to begin discussions with the three property owners regarding right of
way acquisition/purchase for the proposed roundabout project.
Recently, the City of Dubuque and McFadden Family Farm Partnership, LLP entered
into an agreement whereby the City would acquire a portion of Lot 1 of McFadden Farm
Place #2 owned by McFadden Family Farm Partnership, LLP, needed for the for the
Pennsylvania Avenue and Radford Road Intersection Improvements Project. As part of
that agreement, the City is responsible for the surveying and platting of the proposed
division of the property.
DISCUSSION
In accordance with a Purchase Agreement with McFadden Family Farm Partnership,
LLP, the additional right of way of Pennsylvania Ave. and Radford Rd. needs to be
platted. The platting of this additional area has been coordinated with the owners of the
property and they have signed and consented to the plat.

APPROVING THE ACQUISITION PLAT OF LOT 1A OF MCFADDEN FARM PLACE
#2, IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been presented to the City Council of the City of Dubuque, Iowa,
an Acquisition Plat dated April 4, 2019 prepared by The City of Dubuque Engineering
Department describing Lot 1A of McFadden Farm Place #2, in the City of Dubuque,
Iowa; and
Whereas, said plat conforms to the laws and statutes pertaining thereto; and
Whereas, upon said plat appears Lot 1A, which McFadden Family Farm Partnership,
LLP, by said plat have dedicated to the public forever; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The plat dated April 4, 2019 prepared by The City of Dubuque Engineering
Department, relative to the real estate hereinabove described be and the same is
hereby approved, and the Mayor and City Clerk be and they are hereby authorized and
directed to execute said plat and on behalf of the City of Dubuque, Iowa.
Section 2. The dedication of Lot 1A of McFadden Family Farm Place #2, in the City of
Dubuque, Iowa, for Right of Way purposes, as it appears on said, Acquisition Plat, be
and the same are hereby accepted.
Section 3. The City Clerk be and is hereby authorized and directed to file said plat

APPROVING THE ACQUISITION PLAT OF LOT 1A OF MCFADDEN FARM PLACE
#2, IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been presented to the City Council of the City of Dubuque, Iowa,
an Acquisition Plat dated April 4, 2019 prepared by The City of Dubuque Engineering
Department describing Lot 1A of McFadden Farm Place #2, in the City of Dubuque,
Iowa; and
Whereas, said plat conforms to the laws and statutes pertaining thereto; and
Whereas, upon said plat appears Lot 1A, which McFadden Family Farm Partnership,
LLP, by said plat have dedicated to the public forever; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The plat dated April 4, 2019 prepared by The City of Dubuque Engineering
Department, relative to the real estate hereinabove described be and the same is
hereby approved, and the Mayor and City Clerk be and they are hereby authorized and
