Eight property owners on John F. Kennedy Road have or are in the process of
voluntarily installing sidewalk abutting their property. There is a portion of lowa DOT
right-of-way on the southeast corner of John F. Kennedy Road and Northwest Arterial
that would be one lot away from the newly installed sidewalks. This is approximately
75' of sidewalk. City Engineer Gus Psihoyos recommended the City install this section
of sidewalk this summer for an estimated installation cost of $3,750 and I have
approved this installation.

RE: John F. Kennedy Road Voluntary Sidewalk Installation
INTRODUCTION
This purpose of this memo is to provide information related to the voluntary sidewalk
installation by property owners on John F. Kennedy Road between the NW Arterial and
David Drive.
BACKGROUND
Since 1999 there has been discussion in the community concerning sidewalks along
John F. Kennedy Road. Multiple petitions were received both for and against the
installation of sidewalks. At the July 2, 2018 City Council meeting, the city council voted
5-2 to proceed with the installation of sidewalks. City staff were directed to proceed with
the development of a sidewalk installation project and use special assessments to fund
the project. At the September 17, 201� City Council meeting, the motion failed with 5
affirmative votes and 2 in opposition. A unanimous vote was required due to the
percentage of opposition.
DISCUSSION
Currently, eight property owners on John F. Kennedy Road have or are in the process
of voluntarily installing sidewalk abutting their property. The properties installing
sidewalk are highlighted on the attached map.
There is a portion of lowa DOT right of way on the southeast corner of John F. Kennedy
Road and NW Arterial that would be one lot away from the newly installed sidewalks.
This is approximately 75' of sidewalk at an estimated installation cost of$3,750.00.
RECOMMENDATION
I am recommending that the City Manager give approval for the City to install this
section of sidewalk this summer.
