Van Milligen, City Manager SUBJECT: West Third Pumping Station Standby Generator 2018 Project DATE: July 24, 2019 Through the competitive quotation process for public improvements, the West Third Pumping Station Standby Generator 2018 Project was awarded on February 18, 2019, to A&G Electric, in the amount of $73,458.30, which was 5.12% over the engineer's estimate. Water Department Manager Denise Blakeley Ihrig recommends that the award for the West Third Pumping Station Standby Generator 2018 Project be officially recorded in the minutes of the City Council. Van Milligen, City Manager FROM: Denise Blakeley Ihrig, Water Department Manager DATE: July 24, 2019 RE: West Third Pumping Station Standby Generator 2018 Project INTRODUCTION The purpose of this memorandum is to award the construction contract for W. 3rd Street Pump Station Standby Generator 2018 project. DISCUSSION The improvements to the West Third Street Pumping Facility require the installation of a standby generator with an automatic transfer switch and other ancillary equipment to provide power in the event of normal power failure. The standby power supply will provide power for the pumps and other equipment located in the pumping facility, allowing the continued pumping of domestic water during primary power outage BID RESULTS The Water Department solicited proposals for Professional Engineering Services for the design phase of the West Third Pumping Station Standby Generator 2018 Project. The contract was awarded to IIW, P.C. for the professional design services. The plans and specifications were prepared and the project was advertised for bidding. Through the competitive quotation process for public improvements, this project was advertised on December 14, 2018 and sealed informal bids were received and publicly opened on January 10th, 2019. The following is a summary of bids received for the West Third Pumping Station Standby Generator 2018 Pro�ect: Contractor Name Total Bid &G Electric $73,458.30 Paulson Electric of Dubuque $76,143.20 MDE LLC dba McDermott Exc. $94,323.50 Hawkeye Electric $107,747.08 Midwest Concrete Inc. $107,645.00 Tschiggfrie Excavating, Co. $119,830.00 The engineer's estimate was $69,880. The lowest apparent bidder was A&G Electric. The bidder did not acknowledge the addendum which increased the size of the generator from 125KW to 150KW. A&G Electric was contacted and Barney Grobstick provided clarification of the items in the bid and the change requested in the addendum. Mr. Grobstick honored the quoted bid price and agreed to install the generator per the addendum. Ms. Crenna Brumwell, City Attorney, confirmed the process outlined in the City's Administrative Policy 3.10 was followed. RECOMMENDATION Through the competitive quotation process the project was awarded on February 18, 2019 to A&G Electric in the amount of $73,458.30, which is 5.12°k greater than the engineer's estimate. The final bid amount reflects the increase in generator size that was not included in the original engineer's estimate. The budget details are provided below and indicate there are sufficient funds to cover the larger sized generator.
