Sealed bids were received for the Chavenelle Road Hike Bike Trail Phase 1 Project by
the lowa Department of Transportation on July 16, 2019. City Engineer Gus Psihoyos
recommends award of the construction contract to the low bidder, Midwest Concrete,
Inc., in the amount of $638,840.15, subject to lowa Department of Transportation
approval. This amount is 8.7% under the estimate of probable cost.
Phase 1 of the project will construct improvements from Seippel Road to Radford Road
in FY 2020 and will not be affected by the future reconstruction of Chavenelle Road
between Radford Road and NW Arterial (IA 32) whether a 4-lane or 3-lane road section
is constructed in 2020.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to provide the City Council with a recommendation
to award a construction contract for the for the Chavenelle Road Hike-Bike Trail - Phase
1 Project, lowa DOT Project No. EDP-2100(695)-7Y-31.
BACKGROUND
In September 2015, city staff were notified that federal earmark funds from the USDOT
SAFETEA-LU transportation bill were available for a trail project. The City was asked by
East Central Intergovernmental Agency (ECIA) staff if a project could be identified that
would connect to the Mississippi River Trail (MRT). In coordination with ECIA and the
Planning Department, city staff identified Chavenelle Road between the NW Arterial and
Seippel Road as a good candidate for a hike/bike trail. The corridor has gaps in the
sidewalk and no bicycle facilities currently to serve the industrial park.
On September 10th, 2015 DMATS approved the alignment and approved to use the funds
for a grade separated trail. In December of 2015, the Federal Highway Administration
(FHWA) approved the movement of the earmark funds to this project in the amount of
$906,139 for FY 2017. On April 14, 2016 DMATS approved Transportation Alternative
Program funds in the amount of $242,863.00. The total project cost estimate for the for
both phases of Chavenelle Road Hike/Bike Trail is estimated to be $1,436,262. Below is
a table that shows the total planned funding for both phases of the total hike/bike trail:

DISCUSSION
The Chavenelle Hike/Bike Trail project will involve the construction of a 10-foot-wide
concrete trail on the north side of Chavenelle Road from IA 32 (NW Arterial to Seippel
Road). The project is planned to be constructed in two phases and will provide a multi-
modal connection to the NW Arterial Hike/Bike Trail, the Bergfeld Pond Trail and Seippel
Road. Ultimately the trail will provide a connection to the SW Arterial. Thistrail will connect
users to the Mississippi River Trail.
Phase 1 of the project will construct improvements from Seippel Road to Radford Road
in FY 2020 and will not be affected by the future reconstruction of Chavenelle Road
between Radford Road and NW Arterial (IA 32) whether a 4-lane or 3-lane road section
is constructed in 2020.
The phase 1 project included public outreach to property owners affected by temporary
and permanent easements. City staff inet with affected property owners one on one to
accommodate the project and property owner needs.
The project was bid by the lowa DOT in Ames, IA on July 16�h. Due to the amount of
construction in the State due to flooding and delays, IDOT has recommended a late start
date of March 15, 2019. It is anticipated that contractors will probably wait until the spring
of 2020 to start work. The lowa DOT Contract stipulates a 45 working day contract. Based
on this work duration, construction would be completed by May 30, 2020. This work would
be completed before the anticipated start time of the proposed reconstruction of
Chavenelle Road between Radford Road and the NW Arterial.

Whereas, said sealed proposals were opened and read by the Iowa Department of
Transportation on the 16th day of July 2019 and it has been determined that Midwest
Concrete, Inc. of Peosta, IA, with a bid in the amount of $638,840.15 is the lowest
responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Midwest
Concrete, Inc., subject to the concurrence by Iowa Department of Transportation (Iowa
DOT), and the City Manager is hereby directed to execute a Public Improvement
Contract nn hehalf of the City of Dubuque for the Project.
