WELCOME TO INVESTORS, BOARD MEMBERS,AND GUESTS:
Chair Mike Donohue welcomed investors, members of the Board of Directors, staff, and guests to the
annual meeting. Chair ponohue highlighted the economic development successes over the year as well
as the addition of Greater Dubuque's Future Leadership Team. This group of current and emerging
Dubuque-area leaders is advisory in nature and tasked with providing feedback to the board of directors
and management team of Greater Dubuque Development on annual and long-range strategies and
objectives.
Chair ponohue thanked investors for their time and financial support, as well as area leaders,fellow
board members and the Greater Dubuque staff for assisting him during his time as Chair. Our success
would not be possible without the investment and commitment by our Board of Directors, investors,
and the Greater Dubuque community.
CALL TO ORDER:
Chair ponohue issued a call to order for the commencement of the 2017-2018 Annual Meeting.
APPROVAL OF THE MINUTES. BY THE INVESTORS, FROM THE 2016-2017 ANNUAL MEETING:
Chair ponohue asked for a motion to approve the 2016-2017 Annual Meeting minutes. A motion was
made and seconded to approve the minutes. Motion passed unanimously.
NOMINATING COMMITTEE REPORT:
Chair ponohue presented the nominating committee recommendations for the 2018-2019 Board of
Directors and Executive Committee.
Amendments to the Board of Directors by-laws approved for 2018-2019 include expanding the Board of
Directors by 4 to a total of 46, expanding the Executive Committee by 2 to a total of 19, expanding the

ex-officio membership by 1 to include the Superintendent of Dubuque Public Schools for a maximum of

Directors.
GREATER DUBUQUE DEVELOPMENT:
Rick Dickinson, President and CEO, acknowledged area officials, community partners and staff
achievements from the past year.
Rick then reviewed the past year's work in the six pillars of Greater Dubuque Development—Business
Retention and Expansion,Workforce Solutions, National Marketing, Sustainable Innovations, StartUp
Dubuque, and Dubuque's True North. Newly added in 2017, Dubuque's True North is an initiative to
revitalize the North End neighborhoods. Driven by the Dubuque's True North Corporation board of
directors and staffed by Ed Raber, Director of Dubuque's True North,the initiative will purchase up to 50
slum and blight rental properties, rehabilitate, and resell them as affordable single-family homes.The
initiative will also address commercial and industrial property, offering attractive options for new
businesses to grow in the community.While the Greater Dubuque area has experienced successes lil<e
Medline Industries'announced expansion to a new 120,000-square-foot facility in the Dubuque
Industrial Center West and the increased broadband connectivity through the expansive growth of the
network capacity,there are national challenges to be faced. Workforce shortages have meant our labor
force and population growth have been relatively flat over the last year. While the Greater Dubuque
2022 five-year campaign goals are still attainable,they will require adjusting our strategy and being
creative in how we, as a community, recruit, create, and retain talent.
2018-2019 CHAIRPERSON COMMENTS:
Tom Woodward, Greater Dubuque's 2018-2019 Chair, provided closing remarks and thanked Mike
Donohue for his leadership as our 2017-2018 Chair.

From Our Chair
The 2018-19 fiscal year was another busy and successful year at the Greater Dubuque
� Development Corporation as solid progress was made on several fronts of the
Greater Dubuque 2022 strategic plan and the organization's six pillars of focus.

We increased Net Employment over the prior year at one of the topjob growth rates �

in the state. Moreover,we added more tools for partners to enhance their ability to �
recruit talent and we welcomed the first participants in our Opportunity Dubuque ��
Child Care pilot program.We also launched the"Big Life,Small City. You're Home in � -
Dubuque"campaign,designed to increase both population and workforce,which is
offto a solid start.
We are currently at$449,087,009-56%of our goal—in commercial and residential
construction. Notable commercial projects include Flexsteel Industries'new production
facility;Medline Industries'new customer service center,and the Dupaco Community Credit
Union's Voices Project in the Millwork District.
II Within Sustainable Innovations,we made tremendous progress with the expansion
of broadband in our market,thanks to the collaboration among Greater Dubuque
Development,the City of Dubuque,and private sector providers.
IDubuque's True North also realized solid progress with the acquisition of five properties to
be renovated and with planning and redesign of the Central Avenue corridor.
This progress is a reflection of Greater Dubuque Development's strong management team,
our continued ability to leverage our outstanding public-private partnerships,and our
highly engaged Board of Directors who continue to provide guidance and input on our
strategic plan and,of course,their financial support.
Our progress should be celebrated;however,management and the Board also recognizes
there remains significant challenges before us,which need to be addressed,in order for our
J community to grow in a positive and meaningful manner.
IGiven the strength of our management team and our Board,who have a proven track record
of successfully tackling difficult challenges that have transformed our community over the
past several decades,I am confident we are well positioned to do even more.

OPPORTUNITY DUBUQUE
Opportunity Dubuque develops talent by connecting employers to higher education
for customized short-term certificate training for entry-level workforce.Northeast
lowa Community College,funded in part through Dubuque Works,trains individuals
in 16 disciplines to fill high-demand and high-wage careers.Programs are developed
with employers to meet their specific qualifications in an accelerated course length.
With over 600 graduates to date,Opportunity Dubuque continues to expand career
pathways for traditional and non-traditional students while fulfilling the employers'
need for qualified talent.
CHILD CARE PILOT
Launched in March 2019,Greater Dubuque Development partnered with Northeast
lowa Community College(NICC),the Community Foundation of Greater Dubuque,
the City of Dubuque,Dubuque County,and the Dubuque CommunityYMCA/YWCA
to pilot the Opportunity Dubuque Child Care program.The pilot is an extension of the I
Opportunity Dubuque Career Pathway Certificate program and offers free child care to
parents while they are in class,enrolled in select career training programs.Eligible,full- '
time employed graduates of these certificate programs may qualify for additional child
care support for up to 12 months.
In addition to child care for students,the pilot is also addressing the shortage of trained
child care professionals in area communities by offering a Child Care Career Pathway
Certificate through Opportunity Dubuque.The program prepares students for
entry-level work as caregivers,assists them to launch an in-home child care business,
and/or transfers them into the NICC Early Childhood Education diploma program.
