Ware, Leisure Services Manager SUBJECT: Dubuque Skate Park Project Acceptance CIP 3502461 DATE: August 9, 2019 INTRODUCTION The purpose of this memorandum is to recommend that the City Council accept the Dubuque Skate Park Project and approve the attached resolution. BACKGROUND The Dubuque Skate Park Project involved the construction of a concrete skate park including security lighting, drinking fountain, ADA parking space, and storm water management project. Fiber and security cameras were included in the project under a separate contract. DISCUSSION The Dubuque Skate Park Project has been completed by Drew Cook and Sons Excavating, Inc. of Dubuque, lowa in the final contract amount of$731,899.95. The original contract amount was $712,835.95. The increase in cost of $19,064.00 is due to four change orders: Chanqe Order Cost #1- additional drainage rock needed during wet fall and spring months $ 2875.00 #2- hydro mulching graded areas around skate park, erosion matting placed in waterway and erosion areas and an additional ADA sidewalk installation $11,038.00 #3- excavation, installation of concrete sign base $ 2,875.00 #4- trenching, conduit, lighting for park/donor sign $ 2,276.00 TOTAL $19,064.00 1 The project remains in budget. Pillar Design Studios is recommending acceptance of the project. The Flora Skate Park officially opened to the public on July 15�h, 2019. A ribbon cutting ceremony is scheduled for August 29�h at 530 PM. RECOMMENDATION I recommend that the City Council accept the Dubuque Skate Park Project and authorize the payment of the contract amount of$731 ,899.95 to Drew Cook and Sons Excavating Inc. based on the facts above. Prepared by Steve Fehsal, Park Division Manager Cc: Jenny Larson, Director of Finance and Budget Chris Kiolbasa, Budget Manager attachments: Resolution 2 RESOLUTION NO. 294-19 ACCEPTING THE DUBUQUE SKATE PARK PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE CONTRACTOR Whereas, the Public Improvement Contract for the Dubuque Skate Park Project (the Project) has been completed by the contractor and Pillar Design Studios has examined the work and filed a certificate stating that the Project has been completed according to the terms of the Public Improvement Contract and that the Pillar Design Studios recommends that the Project be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the Pillar Design Studios is approved, and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Dubuque Skate Park Project capital improvement appropriation for the contract amount of $731,899.95 Tess any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage onlyy in accordance with the provisions of Iowa Code Chapter 573. Work was done in compliance with the terms of the contract, Plans, Specifications, and Contract Change Orders. After direct observation and review of the project, I note that the construction of the project has been completed by the Contractor and it is recommended that the Owner accept it. Once the project is accepted, final payment can be made to Drew Cook Excavating (the Contractor). As the Designer for the project, I hereby certify that we have reviewed the completed work and that the above information is correct to the best of my knowledge and recommend that the City formally accept the project.
