SUBJECT: Orchard Drive Water Main Extension Project

City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the Orchard Drive Water Main Extension Project, as completed by Drew Cook &
Sons Excavating Company, Inc., in the final contract amount of $29,083.35.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Orchard Drive Water Main Extension Project.
BACKGROUND
The Orchard Drive Water Main Extension Project extended the water main between
2105 and 2111 Orchard Drive to provide additional fire protection. The project consisted
of installing approximately 275' of 6" ductile iron pipe with a hydrant at the end.
DISCUSSION
The Orchard Drive Water Main Extension Project was completed Drew Cook & Sons
Excavating Company, lnc. of Dubuque, !A in the final contract �mount of$29,083.35.
BUDGETIMPACT
The summary of project costs for the Orchard Drive Water Main Extension Project is as

Extension Project.

RESOLUTION NO. 296-19
ACCEPTING THE ORCHARD DRIVE WATER MAIN EXTENSION PROJECT AND
AUTHORIZING THE FINAL PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Orchard Drive Water Main
Extension Project, (the Project) has been completed by the Contractor, Drew Cook &
Sons Excavating Company, Inc. (Contractor), and the City Engineer has examined the
work and signed a certificate stating that the Project has been completed according to
the terms of the Public Improvement Contract and that the City Engineer recommends
that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $29,083.35;
WHEREAS, the Contractor has previously been paid $27,629.18, leaving a balance
of $1,454.17; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from the
Roosevelt Water Main Extension CIP appropriations for the contract amount of
$33,445.85 less any retained percentage provided for therein as provided in Iowa Code.
Section 3. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $1,454.17 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.

CITY ENGINEER'S CERTIFICATE OF FINAL COMPLETION OF ORCHARD DRIVE
WATER MAIN EXTENSION PROJECT
The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Orchard Drive Water Main Extension Project, and that said Project
has been performed in compliance with the terms of the Public Improvement Contract,
and that the total cost of the completed work is $33,445.85.
