Proclamation_Recogniition of Lt. Scott Baxter
PROCLAMATION
WHEREAS, on December 3, 2009, Dubuque Police Lieutenant Scott Baxter was
the first to respond to an armed robbery under way at Knicker’s
Saloon; and
WHEREAS, Lieutenant Baxter confronted two armed suspects as they attempted
to flee the scene and exchanged gun fire with and immobilized one
of the suspects; and
WHEREAS, Lieutenant Baxter was wounded in the line of duty and hospitalized
as the result; and
WHEREAS, Lieutenant Baxter’s rapid response and subsequent actions resulted
in the apprehension of the robbery suspects and prevented them
from harming others; and
WHEREAS, Lieutenant Baxter displayed tremendous bravery, selflessness, and
skill.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA,
ON BEHALF OF THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE,
THANK DUBUQUE POLICE LIEUTENANT SCOTT BAXTER FOR HIS ACTIONS IN

THE LINE OF DUTY ON DECEMBER 3, 2009, AND FOR DEMONSTRATING THE
COMMITMENT OF THE DUBUQUE POLICE DEPARTMENT TO THE PROTECTION
OF OUR COMMUNITY.
