Minutes_Civil Service Commission 12 11 09Government Body: Date: Time: Place of Meeting: Civil Service Commission Friday, December 11, 2009 9:00 a.m. City Hall — Conference Room A Present: Chairperson Dan White, Commissioners Betty Takes, Jim Schilling Also present: Randy Peck, Dan Brown Jeff Zasada, Sheila Zasada 1. Approve Minutes of October 14 and November 6, 2009 Motion by Takes to approve the minutes as submitted. Seconded by Schilling. Motion carried 3 -0. 2. Request of Jeff Zasada to Address the Commission Regarding the Inspector II Position Building Inspector Jeff Zasada provided background information which led to his request stating that he had been informed when he applied that the part -time position was Civil Service therefore required to test at that time. Mr. Zasada requested a lateral transfer since the job description and duties for the full- and part-time Inspector II are identical. He has been informed by his supervisor that he must now test for the full -time position. Mr. Zasada also questioned the confusing wording used in Civil Service job postings. Peck informed the Commission that per Iowa Code, part-time employees are not covered by Civil Service. They may choose to take a test to be eligible for a potential full -time opening. The previous list for the Inspector II position has expired, and a new test was given. Language used in job postings is taken directly from the Iowa Code and is admittedly out -dated and confusing. A previous Commission voted to include it on all related job postings. The Commission questioned the misinformation provided to Mr. Zasada and if and when part-time employees are clearly informed of their non -civil service status. . Motion by Schilling to deny Mr. Zasada's request for a lateral transfer as part- time employees are not covered by Civil Service per Iowa Code and therefore out of the jurisdiction of the Commission. Seconded by Takes. Motion carried 3- 0. Motion by Takes to have the Personnel Manager inform part-time employees in writing at the time of hire that they are not covered by Civil Service, job - related postings will display Civil Service exemption, and a communication will go to supervisors with specific information regarding positions not covered by Civil Service. Seconded by Schilling. Motion carried 3 -0. 3. Schedule Examination Dates for the Positions of Assistant Fire Chief, Fire Captain, Fire Lieutenant, Assistant Fire Marshall and EMS Supervisor Fire Chief Dan Brown requested the five tests be scheduled over three nights and be held at the Fire Training Facility with check -in at 5:30 p.m. and testing to begin at 6:00 p.m. The Commission agreed on the following dates: Wednesday, January 27 Wednesday, February 3 Wednesday, February 10 Commissioner Takes will proctor the January 27 and February 10 tests. Commissioner White will proctor the February 3 test. Kevin Esser and Bruce Miller will schedule individual test dates with the City Clerk's Office between January 27 and February 10, 2010. Chief Brown will inform Esser and Miller and post notice at Fire Headquarters. There being no further business, upon motion the Commission adjourned at 9:44 a.m. Approved at meeting.
